Oneida County Courthouse In general, this request for bids is for services and equipment involved to construct two (2) open air park shelters. Included is the site preparation for concrete slabs, providing all materials needed to construct the shelters, and the construction of the shelters. It is required that the work to be done under this contract shall be completed by October 31, 2022. Time is of the essence regarding the completion deadline, and all other deadlines specified herein. A Community Development Block Grant - Close (CDBG) has been awarded for this project. The deadline for all construction to be completed is October, 31, 2022. No contract time extensions will be granted unless an extension of the CDBG is awarded by the state. Unless a written extension is granted, all work shall be completed by the end of October 31, 2022. All other paperwork, invoices and documentation must be submitted by November 21, 2022. All project construction specifications and engineered drawings are located in Attachment A - Project Manual and Attachment B - Engineering Plans of the bid packet/contract. This project is subject to the Davis-Bacon and related Acts (DBRA) and federal wage requirements. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under this contract, Section 3, and E.O. 11246. Any contract or contracts awarded under this Advertisement for Bids may be funded in part by a grant from the Community Development Block Grant Program (CDBG). Each Bid must be accompanied by a bid security consisting of a BID BOND, CASH, or, CERTIFIED CHECK issued by a responsible bank or trust company in the amount of 10% of the bid price. The bid will be awarded at a meeting of the Forestry, Land and Recreation committee on August 3, 2022 at 3:30 p.m. All bids for this project are subject to applicable public bidding laws of Wisconsin, including Wis. Stat s. 59.52, as amended. There will be no pre-bid meeting for this project. Site visits to view the project area may be arranged by contacting the Oneida County Forest Director at (715)369-6140. The successful bidder must furnish a 100% Performance Bond and a 100% Payment Bond in the contract sum with a corporate surety approved by the Owner (Oneida County). Selection of the contractor will be based upon bidder qualifications, including but not limited to evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest properly responsive, responsible and eligible bidder. Contractors submitting bids must perform at least 50% of the work outlined in the bid documents. The bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids. Oneida County reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the County.
