Site work for a water / sewer project in Oak Ridge, Tennessee. Completed plans call for site work for a water / sewer project.
Project has been awarded but award amount was not confirmed. The work to be bid includes the construction of approximately 2,500 linear feet of 36-inch and 11,500 linear feet of 30-inch restrained joint ductile iron water pipeline, two road bores, air release valves, 2,000 linear feet of 4-inch sewer force main, and appurtenances. The allotted time for construction is 550 calendar days. All questions shall be submitted to the Engineer in writing. Attention is called to the fact that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. The Bid deposit shall be retained by the City of Oak Ridge if the successful Bidder fails to execute the Contract or fails to provide the required Bonds, as stated above, within ten (10) days after award of the Contract. DAVIS-BACON ACT and AMERICAN IRON AND STEEL REQUIREMENTS This project is being funded by a State Revolving Fund loan on or after 2015 EPA Fiscal Year. The loan recipient must be in compliance with all applicable Davis-Bacon Act and American Iron and Steel requirements. Compliance with Davis-Bacon wage rate provisions is a requirement of this Project. DISADVANTAGED BUSINESS ENTERPRISES (DBE) REQUIREMENTS Any contract or contracts awarded by the Owner through this invitation for bids will be funded by a State Revolving Fund (SRF) loan from the State of Tennessee. State and Federal funds will be involved in this project, and, as a result, Bidders must comply with the SRF Loan Program's Disadvantaged Business Enterprises (DBE) requirements including contacting a minimum of 10 qualified DBE sub-contractors, professional service providers, vendors, and/or suppliers by certified mail to solicit bids. The apparent successful Bidder must submit to the Owner copies of the certified letters and return receipts prior to contract award. Neither the State of Tennessee nor any of its departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting contract(s) awarded by the Owner. The Owner will in no way be liable for any costs incurred by any bidder in the preparation of its Bid in response to this Advertisement for Bids. No bid may be withdrawn within 60 calendar days after the scheduled time for receipts of bids. The successful Bidder shall be required to furnish separate one hundred percent (100%) Performance and Payment Bonds. The Performance Bond shall be in full force and effect for one (1) year after the date of final acceptance of the project by the City of Oak Ridge. Each Bidder must be appropriately licensed as a Contractor in the State of Tennessee as provided in T.C.A. 62-6-101. The Bidder's name, license number, expiration date, and that part of the contracting classification applying to the Bid shall appear on the sealed envelope containing the Bid; otherwise, the Bid shall not be opened. The City of Oak Ridge reserves the right to reject any or all Bids and to waive all informalities. A conditional or qualified BID will not be accepted. Award will be made to the lowest responsible, responsive BIDDER. Instructions to Bidders regarding the Pre-Bid Conference 6.01 A pre-Bid conference will be held at the time and location stated in the invitation or advertisement to bid. Representatives of Owner and Engineer will be present to discuss the Project. Bidders are encouraged to attend and participate in the conference. Engineer will transmit to all prospective Bidders of record such Addenda as Engineer considers necessary in response to questions arising at the conference. Oral statements may not be relied upon and will not be binding or legally effective. 6.02 A portion of the Project is located inside the Department of Energys Y-12 Site in Oak Ridge, TN. All Contractors personnel and suppliers are required to follow DOEs requirements to gain access to the Site. Contractors shall submit a list of all personnel desiring access to the DOEportion of the project site at least 1 week in advance of the pre-bid conference PN -C6A1403 The work to be bid on is as follows: The construction of new and rehabilitation of existing systems to create a complete and operating treatment plant. Work components include civil/site, process mechanical, instrumentation and control, structural, architectural, plumbing, fire protection, and electrical work; including, but not limited to, the following: 1. Existing Raw Water Pump Station improvements including demolition of existing equipment, replacement of existing traveling screens, new submersible raw water pumps, motors, and VFDs, new pump station valves, piping, lighting, power, instrumentation and controls. 2. Site Improvements including grading, paving, fencing, piping, and lighting. 3. New Water Treatment Processes and Facilities including: a. Dual-stage Flocculation. b. Ultrafiltration Membrane Filtration System. c. Chemical Storage and Feed Systems. d. 1 MG Clearwell Storage Tank. e. Residuals and Sewer Pump Stations. f. Residuals Storage and Dewatering Tanks. g. Electrical, Instrumentation, and Control Systems. h. Laboratory and Control Rooms. i. Operator and Superintendent Offices and Maintenance Rooms. j. Finished Water Pump Station with VFDs and Surge Protection.
