Martin County is seeking proposals from qualified vendors to facilitate professional emergency management training, conduct professional emergency management exercises and perform professional emergency management planning functions. Vendors may choose to submit a proposal for any one lot or all lots. Funds for this contract may be derived from state and/or federal grants, therefore, the successful vendor must comply with all state and federal guidelines. Prohibited Communications. The Cone of Silence prohibits any communication regarding a RFB, RFP, RFQ or other competitive solicitation between any bidder (or its agents or representatives) or other entity with the potential for a financial interest in the award (or their respective agents or representatives) regarding such competitive solicitation, AND any County Commissioner or County employee, selection committee member or other persons authorized to act on behalf of the Board including the County's Architect, Engineer or their subconsultants, or to provide a recommendation to award a particular contract, other than Purchasing Division staff (pur_div@martin.fl.us). The Cone of Silence shall be in effect from the time of advertisement until contract award. Such communication shall result in disqualification. The County recognizes fair and open competition as a basic tenet of public procurement. Contractors doing business with the County are prohibited from discriminating on the basis of race, color, creed, national origin, handicap, age or sex. Minority-Owned, Woman-Owned, and Small Business Enterprises are encouraged to respond to this solicitation. The method of Contractor Selection has not been determined at this time.
