As of June 12, 2026, the project is effectively on hold following the withdrawal of local support and the rescinding of the required funding agreement, placing its future in question. An engineering team has not been selected, and procurement has not advanced. A firm timeline for next steps, including construction, has not been established. Four teams were previously shortlisted from as follows: 1. Carolina Connectors, who is proposed by ACS Infrastructure Development (IRIDIUM), Kiewit Development Company, and Meridiam I-77, with Flatiron Dragados Constructors and Kiewit Infrastructure South (JV) as lead contractors and Arcadis G&M of North Carolina and Kiewit Engineering (NC) as lead designers. 2. I-77 Cross-State Connectors, who is proposed by Plenary Americas US Holdings, Sacyr Infrastructure USA, and Shikun & Binui Concessions USA, with Sacyr Construction USA and Shikun & Binui America (JV) as lead contractors and Dewberry Engineers and Michael Baker Engineering as lead designers. 3. Queen City Infrastructure Partners, who is proposed by Acciona Concesiones, Stichting Pensioenfonds ABP, and Balfour Beatty Developments, with Acciona Construction USA as lead contractor and Janssen & Spaans Engineering as lead designer. 4. 77SouthLink, who is proposed by Cintra Holding US, John Laing, Star America Infrastructure Fund II and Parallel, and abrdn Global Sustainable Infrastructure Partners IV, with Ferrovial Construction US and Webber (JV) as lead contractors and Rummel, Klepper & Kahl (RK&K) as lead designer Project construction is contingent on completion of environmental documentation, public involvement efforts, permitting, and final design. Officials anticipate selecting a preferred developer in 2027 after the procurement process concludes. A firm timeline for completion has not been revealed. Original Solicitation Below for Reference: The North Carolina Department of Transportation (NCDOT) intends to seek the services of a Developer for a Public Private Partnership (P3) for the development and implementation of I-77 South Express Lanes in Mecklenburg County (the Project). The Project is located in the Charlotte Metropolitan area and consists of widening eleven miles of I-77 in Mecklenburg County. The Project includes the addition of two express lanes in each direction (with shoulders) from the South Carolina State Line to I-277 (Belk Freeway)/NC 16 (Brookshire Freeway). There are thirteen interchanges, four grade separations (including one greenway crossing), and four railroad bridges on I-77 within the project limits. This notice provides information regarding the anticipated scope of work for the Project and NCDOTs anticipated plan for procurement of the Project. The publication of this notice does not constitute the start of any procurement process for the Project by NCDOT. No procurement process for the Project will commence unless and until NCDOT issues a Request for Qualifications (RFQ) for the Project.
