Demolition, site work, paving and new construction of a bridge / tunnel in Norwalk, Wisconsin. Completed plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

Scope: Provide all labor, materials, equipment, and supervision to rehabilitate the bridge and railings on Moore Creek in Norwalk, WI. The bridge must be rated to carry at least 25,000 lbs. Time Frame: The contractor awarded the bid will be able to complete the project during dry ground conditions after the construction contract is signed until December 31, 2022. The county may impose a penalty of $100.00/day for each day that the work is incomplete. Demolition: Demolition of all the remaining bridge decking, fasteners, and disassembly of the bridge. The contractor is responsible for proper disposal of all materials. The local snowmobile club may remove the decking from the bridge to re-use on another project. Bridge Foundation: The existing foundation (gravel) will be re-used or steel, concrete, and pilings may be used instead; the height of the bridge must remain the same. Bridge Construction: The bridge will be 12' wide by approximately 40'long and have a minimum load rating of 25,000 pounds. Railing height shall be a minimum of 42" from the surface of the decking to the top of the railing. The decking will be treated decking, minimum thickness is 3 inches (may be accomplished with 2 bi-directional layers of lumber) that will be fastened to the bridge supports with carriage bolts or similar fasteners (2 per support for each board) and recommended washers; all hardware will be manufactured for use with treated lumber (corrosion resistant). All superstructure material must be self-weathering steel. Primer and paint are acceptable finishes. The bridge must provide sufficient anchoring to the abutments to prevent movement during high water events or will be anchored with a 3/4 " cable fastened to a decay resistant dead man of sufficient size buried a minimum of three feet deep. The structure is required to meet or exceed the specifications listed in the Wisconsin DNR publication "Bridge Guidelines" (PUB-CF-005-2017). Bridge Ramp: The ramps will be constructed with 3/4 " road base or 3" breaker run and be the same size as the existing ramp as to not increase the impacts to water flow. Site considerations: Operations will occur during times of dry conditions to prevent rutting and erosion. Silt fence will be installed to prevent sediment from entering the stream. Other considerations: A snowmobile club member has offered to set the bridge with his excavator, contractor may bid based on them using their equipment and/or using the donated equipment/operator. Performance Bond: Attach check for 10% of bid price made out to "Monroe County Forestry Department". Contractor to provide drawings stamped by a professional engineer. Monroe County reserves the right to accept or reject any or all bids, to waive any technicality in any bid and to accept any bid that is deemed to be in the best interest of Monroe County.
