City of Highland, Illinois Notice of Municipal Letting Clean Sludge Lagoon #2, PW-07-22 The City of Highland, Illinois invites sealed bids for providing the specified materials. The work consists of the excavation cleaning of sludge lagoon number two at the Highland Water Treatment Plant, 3035 Highland Park Road. Cleaning consists of the excavation, drying (if necessary), transportation, testing, permitting, and disposal of approximately 2,870 cubic yards of water treatment plant sludge. The contractor shall not pay less than the prevailing rates of wages to all laborers, workmen, and mechanics performing work under this contract, and shall comply with the requirements of the Illinois Wages of Employees on Public Works Act (820 ILCS 130/1-12).
