The Contractor shall provide all equipment, labor, materials, supervision and transportation for snow removal service for Cadet Memorial Field at US Coast Guard Academy, 15 Mohegan Ave. New London CT. All work must be done IAW the attached Performance Work Statement (PWS) and Tech. Exhibit. The Request for Quote (RFQ) is for Base Plus Four (04) Option Years as per CLIN 001 through 007 of the addendum attached. Site visit is highly recommended: Any bidder interested in completing the project shall perform a site visit to the locations of the project to become familiar with all the existing conditions under which the project will be performed prior to submitting their bid. The POC for site visit is Jason Askew, tel no. (860) 444-8552 (o) or you can email him at Jason.M.Askew@uscg.mil. He is also the POC if you have any questions on PWS. Preference 19.502-2 Total small business set-asides. If no acceptable offers from responsible small business concerns are received, the set-aside shall be withdrawn and all acceptable offers will be accepted. 1.0 GENERAL 1.1 Background The United States Coast Guard (USCG) Academy is an educational institution, which educates, trains and develops leaders of character who are ethically, intellectually, professionally and physically prepared to serve their country and humanity. The Academy provides a four-year Bachelor of Science program to a corps size of approximately 1,000 cadets. The Contractor shall furnish all labor, equipment, transportation and supervision to provide snow removal for Cadet Memorial Field. 1.2 Scope Snow removal services shall be performed in the following areas: a. Cadet Memorial Field (synthetic turf field) 84,254 sq ft 1.3 OBJECTIVE The objective is to provide a playable field during periods of inclement winter weather. 1.4 APPLICABLE REFERENCE DOCUMENTS 1.5 PERFORMANCE REQUIREMENTS SUMMARY This contract includes a Performance Requirements Summary (PRS) at PWS 9.0. The PRS plays an integral role in the administration of the contract. In addition to any applicable inspection clauses or other related terms and conditions contained in the contract, the PRS shall serve as a primary tool for inspection and acceptance of services as facilitated by the Contracting Officers Representative (COR). Evaluation of the Contractors overall performance shall be in accordance with the performance standards set forth in the PRS, and will be conducted by the COR. The PRS constitutes a material aspect of the contract and will not be changed or otherwise modified without prior written approval of the Contracting Officer. 2.0 SPECIFIC REQUIREMENTS/TASKS 2.1 GENERAL REQUIREMENTS 2.1.1 Response Time. a. Cadet Memorial Field. For snow events covered under Task 001, the Contractor shall respond to mobilization calls and commence plowing operations within one hour of receiving the notification from the COR. 2.1.6 Requirements Portion. The services covered in paragraphs 2.2 of this Performance Work Statement will be ordered from the Contractor on an as needed basis and will be activated with the issuance of a contract modification or Task Order(s). The Contractor shall only be paid for services rendered and accepted by the government. 2.2 TASK ONE - Snow and/or Ice Clearing Mobilization for Cadet Memorial Field. Upon notification from the COR, the Contractor shall commence snow and/or ice clearing operations. A single snow and/or ice clearing mobilization consists of ALL work required to mobilize with necessary equipment; continually clear the field surface after precipitation has stopped.
