The City is seeking quotes for traffic management plans for our Halloween and Deltopia Parking Restriction program. Over the years, the City has heard from residents about the negative impacts of these events on local neighborhoods, particularly those closest to Isla Vista. To enhance safety, the City started a temporary permit-only on street parking program for residents, and the results have been successful. The City is anticipating a two-year contract for the services outlined below. Please provide a quote that includes a breakdown/total price for each event. There should be a total of four events: Halloween 2022, Deltopia 2023, Halloween 2023 and Deltopia 2024. The vendor chosen per the City of Goleta purchasing requirements will be required to participate in an on-site meeting with City Staff to confirm expectations prior to the 2022 Halloween event. A post event meeting will be held for parking restriction evaluation as needed. The proposed parking restriction area generally has the following boundaries: Cannon Green Drive to the west, Hollister Avenue to the north, Storke Road to the east and Whittier Drive to the south. A map of the proposed parking restriction area is provided. Work to Printing of one thousand (1000) temporary "No Parking" signs for each scheduled be completed: event dates, and notification of appropriate parking enforcement Agency. Signs to be printed on moisture resistant materials. Language for signs are to be approved by the City representative at least 30 days prior to the scheduled posting. Contractor will ensure deployment of signs, traffic message boards and traffic delineators at least 96 hours PRIOR to the event parking restrictions taking effect and will be required to notify the City when these items have been completed. 800 of the printed signs are to be placed in the parking restriction area highlighted per map provided by the City. 200 of the printed signs are to be provided to the City of Goleta. Signs are not to be attached to any trees or private property. Signs that are attached to 42" delineators must be secured at the top with at least two staples, bottom with at least two staples and middle with at least one staple of the sign to ensure the legibility of the sign during windy and/or wet conditions. Signs on delineators must be placed on flat surfaces, not in the bike lanes, private property, or right of ways, and no less than 50 feet apart. Contractor will be required to periodically monitor and inspect all items deployed in the City and replace any damaged signs, traffic delineators, etc. to ensure everything deployed is in proper functioning order and condition throughout the parking restricted period. Four electronic message boards to be placed per the map provided by the City for seven days prior to the event date. Message information will be confirmed by the City. Dates for the parking restrictions are as follows*: o 2022 Halloween-October 24 set up complete, November 1 tear down o 2023 Deltopia-tentatively March 31 set up complete, April 11 tear down o 2023 Halloween - TBD o 2024 Deltopia - TBD *Dates may be adjusted based on information received. Vendor would receive the revised dates, if applicable, at least 30 days prior to the request. The Method of Contractor Selection has not been determined at this time.
