Site work for a water / sewer project in Athens, Texas. Completed plans call for site work for a water / sewer project.

As of August 29, 2023, the project has been awarded. A timeline for ocnstruction has not been confirmed. Bid Security, Performance and Payment Bonds shall be provided as set forth in the Instructions to Bidders for Construction Contract. A Bid Bond in the amount of 5 percent of the bid issued by acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Athens or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. Bids may be held by the City of Athens for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidders' qualifications prior to the contract award. The City of Athens reserves the rights to reject any and/or all submitted qualifications and to waive formalities. This contract is to be funded, and is contingent upon release of funds, through financial assistance obtained from the American Rescue Plan Act of 2021 as part of the Coronavirus Local Fiscal Recovery Fund (CLFRF). Neither the State of Texas, nor any of its departments, agencies, or employees, are or will be a party to this bid or any resulting contract. Any contract awarded under this Invitation for Bid is subject to the American Iron and Steel (AIS) requirements of federal law, including federal appropriation acts. This contract is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps. Failure by the Contractor to carry out these requirements is a material breach, which may result in the termination of the awarded financial assistance. All contractors and subcontractors submitting a bid shall follow the mandatory Davis-Bacon Act Contract Conditions. The City of Athens reserves the right to reject any and all bids. *Information regarding subcontractor bidding has not been disclosed to the content management team at this time.
