Reference Number: AB-2022-04771 The scope of work for the Proponent must include; a. An analysis of provincial legislation and local policies and documents that will influence the Area Structure Plan (ASP). b. A Desktop Biophysical Review. c. The preparation of market information to provide the Town and County with: i. A collection of economic and development initiatives currently underway at similar sized and regional airports in Western Canada and across North America that may be applicable for the Plan area. ii. A Development Feasibility Analysis to evaluate a wide spectrum of airside and landside opportunities that would be best suited for the Plan area. This should include an economic analysis of the region that highlights current and future economic opportunities that would be viable for the Plan area. iii. economic and market information to support the Town and County's development of an investment ready, marketing plan. d. A Storm Water Management Report, Sanitary Servicing Report, Hydraulic Network Analysis Report. e. A Transportation Impact Assessment, which among other things will focus on the importance of the adjacent highways. f. The preparation of an ASP text document for airside and landside operations, and corresponding development concept with land use designations, transportation network connections, servicing lines, the location of stormwater management facilities and phasing plan. g. A Contribution Plan. h. A Public Engagement Plan involving landowners and stakeholders. i. An adoption process that includes: i. Statutory Plan amendments and LUB updates. ii. A review of the draft ASP, submitted to County and Town Staff and Councils. iii. First Reading by Council(s), Notification of Public Hearing, and Second and Third Reading by Councils (all to be prepared by the County and Town, with support from the proponent). Proposals will be evaluated following the RFP Closing Time. No Proposal(s) submitted after the RFP Closing Time will be accepted. Each Proponent may submit only one Proposal. Collusion between Proponents will be enough cause for the affected proposal(s) to be rejected outright by the Town of Elk Point without further consideration. If the Town of Elk Point, in its sole and unfettered discretion, determines that a written response to an inquiry is warranted, a written response will be prepared and distributed to all Proponents who have requested a copy of this RFP and completed the acknowledgment form. Such written response(s) will be issued in the form of an addendum to this RFP and will be deemed to be part of this RFP. No inquiry submitted to the Town of Elk Point will be responded to after Friday, August 19, 2022. The method of Contractor Selection has not been Determined at this time.
