The Department for the Blind and Vision Impaired is seeking one or more qualified Vendor(s) to provide inspection, maintenance and emergency service for low pressure boilers, as well as HVAC inspection, maintenance and emergency repair services at the locations listed in Section II. Scope of Work. The purpose of this Quick Quote (QQ) is to solicit competitive quotes to establish a contract for Low Pressure Boilers (Hot Water Heating Equipment) and HVAC Equipment. Boilers and HVAC services shall include Inspection, Preventive Maintenance, and Emergency Repair. In addition, this Quick Quote provides for Preventive Maintenance (PM) at a firm fixed price and Emergency Repair Services (ER) at a time and materials basis for makes and models of heating, ventilation and air conditioning (HVAC) equipment (See Attachment A) as is currently owned and Boilers (see Attachment B) and for possible future equipment that the Department for the Blind and Vision Impaired, an agency of the Commonwealth of Virginia may purchase. Services for Boilers and HVAC will also include Closed Loop Water Treatment Scope of Work (Attachment C). The replacement of entire systems or major (high value) components are NOT a part of nor intended under this Quick Quote and its resulting Contract. Scope of services shall include the below tasks. The suggested frequency of Preventative Maintenance Service, provided in Attachment D and in this Scope of Work section, is a recommended guide only. The manufacturer's recommendations, Contractor's experience and the agency/institution's requirements will dictate and modify the services listed in Attachment E. The Contractor shall provide all labor, tools, materials, parts, equipment and all incidentals, (including all oil, gaskets, filters, lubricants and cleaners) required and/or implied for the complete and satisfactory maintenance and repair of DBVI owned HVAC equipment. This work shall include, but is not be limited to, scheduled maintenance, servicing, repairs, and modifications as recommended by the manufacturer, and as required to keep the equipment in first class operating condition. It is possible, due to Emergency Repair situations, that all services required of the Contractor. HVAC and Boiler Water Treatment Service Provider Qualifications: the HVAC and Boiler water- treatment technician/service provider shall have experience performing this service using certified water technologists who are capable of analyzing water qualities and installing water- treatment equipment. The service program shall provide all necessary chemicals to maintain water conditions that inhibit corrosion, scale formation, and biological growth for cooling; chilled-water piping; heating; hot-water piping; and condenser-water piping and equipment. The Contractor shall provide services and chemicals for a period of one year from date of completion of a system's treatment. The Contractor shall notify the site's Contract Administrator or designee upon the completion of the water treatment process. Expected work to be performed for Closed Loop Water Treatment shall include but is not limited to the following: 1. Initial makeup and system water analysis with HVAC and Boiler water-treatment Recommendations; 2. Startup assistance for Contractor to flush the systems, clean with disinfectant detergents, and initially fill systems with required chemical treatment prior to operation; 3. Minimum 4 hours of on-site training for each site's plant engineer to use water treatment equipment, to handle and administer treatment chemicals; 4. Monthly field service and consultation; 5. Customer report charts and log sheets; 6. Laboratory technical analysis; 7. Analyses and reports of all chemical items concerning safety and compliance with government regulations; and 8. Summary review reports with graphs every six months to each site's Contract Administrator or designee.
