This project has been awarded to Michels Trenchless Inc This Project consists of 104 sites (121 pipe segments) for sewer mainline Cured-in-place pipe (CIPP) repairs located at various locations throughout the City of Seattle This project will employ the Cured-in-place pipe (CIPP) installation methods: 1) Fiberglass lining installation with ultraviolet light, and 2) Felt lining installation with steam or water (thermal cured) to rehabilitate approximately 31,000 lineal feet of existing sanitary sewer, combined sewer and storm pipes at various locations in Seattle. The mainline pipes being rehabilitated are 6 inches to 15 inches in diameter. This Project consists of the following elements of work (but not limited to): traffic control, bypass pumping, cleaning and pre-construction closed circuit television (CCTV) video inspection of sewer pipe, removal of debris, removal of intruding lateral piping and other obstructions, installing pre-liners, installing and molding cured-in place pipe (CIPP) liners to host pipes, reinstatement of laterals, and post-construction CCTV inspection This Project is a Covered Project subject to the City of Seattle s Community Workforce Agreement (CWA) and Priority Hire SMC 20.37. With the support of the mayor and City Council, the City of Seattle administers programs that support racial and economic equity through contracting. Priority Hire is one of these programs. Priority Hire provides people living in economically distressed communities, women, and people of color access to work on the city's construction projects. It gives contractors access to these skilled workers. For purposes of the Inclusion Plan, this is considered a TRENCHLESS type of project with a Past Performance of 9% WMBE utilization rates based on completed projects. Bidders must understand the requirements of SMC 14,16 and ROW 49,46 and demonstrate compliance prior to Award. Bidders have 2 options for Bid submittal: a. Electronic: Bidders may submit a Bid electronically. PDF Bid Files are due at 2:00 PM on the Bid Opening Date. A Bid must be fully contained within 1 PDF Bid File with a maximum size of 15MB. The PDF Bid File must contain all specified components of the Bid required at the time of Bid submittal. PC will accept Electronic Signature for the Bid Form Declaration and the Bidder/Subcontractor List, if applicable. The PDF Bid file must be electronically transmitted to the following email address: FAS_PWSecureBid@seattle.gov. Identify both the email and the attached PDF Bid File with the Public Works Number (PW#) and name of the Bidder (e.g. “PW#2020-001 – Joe’s Construction”). b. United States Postal Service: Bidders may submit a hard copy Bid via United States Postal Service (USPS). Mailed hard copy Bids are due at 2:00 PM on the Bid Opening Date. Timely receipt by PC for a mailed Bid is the sole responsibility of the Bidder. PC is not responsible for late Bids caused by USPS or internal City of Seattle mail processing delays. Bidders acknowledge that USPS mail deliveries addressed to PC are centrally processed and routed through the City of Seattle mail delivery service.
