Site work, paving and renovation of a mixed-use development in Groveland, Florida. Completed plans call for the renovation of a playground / park / athletic field; for site work for a playground / park / athletic field; sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

Construction of South Lake Regional Park Phase 1A, located on Max Hooks Road, including but not limited to, grading and drainage, utilities, concrete curbs and walks, retaining walls, asphalt paving, and miscellaneous associated work. Groveland is a historic rural community located in southern Lake County, immediately adjacent to the City of Clermont and the ever growing Orlando regional marketplace. The City of Groveland is one of Florida's fastest growing communities, Groveland's population, up 149% from 2010 is 21,712 persons. The City's small-town feel, natural resources, recreational facilities and easy access to the Central Florida region and beyond has made Groveland a residential destination for young families and maturing households. The scope of work contained within this RFP comprises furnishing the labor, material, equipment, tools, services, and all other incidentals required to construct and make complete for use the construction of South Lake Regional Park Phase 1A. The construction consists generally of site preparation, limited concrete walks, asphalt paving, retaining walls, stormwater drainage system, potable water distribution, sanitary system, and re-use water distribution. This project will be a lump sum bid with unit pricing and quantities to verify costs. Points shall be awarded in a decrease of 5% for each higher bid, i.e., lowest cost receives maximum number of points, next lowest receives 5% less, and so on until all proposals are scored. This scoring will be assigned by Procurement. Division 00 within the Technical Specifications detail the bidding process; this section is also provided as a submittal and should be uploaded to the Cost section of the response. Intent to Award:September 21, 2022 Award:October 3, 2022 A bid bond, in the amount of five percent of the total lump sum bid will be required. Proposers are to upload a copy of the bid bond with their proposal response. A payment and performance bond will be required of the awarded contractor. The City enforces a Cone of Silence during the active phase of the solicitation; this is from the time of issuance through execution of a contract. No proposer nor any prospective proposer shall contact, communicate with, or discuss any matter relating in any way to this RFP with any member of the City of Groveland City Council, City Manager, or any employee of the City other than the City's Procurement Director. This prohibition begins with the issuance of the RFP and ends upon execution of any resultant contract(s). Any such communication initiated by a proposer or prospective proposer shall be grounds for disqualifying the offender from consideration for award pursuant to this RFP and for any other solicitations that the City may issue in the future. Any proposal may be withdrawn until the date and time set in the timeline for the submission of the proposals. Any proposals not so withdrawn shall constitute an irrevocable offer, for a period of one hundred and twenty (120) days or until one or more of the proposals have been awarded. The recommended short list of firms ranked highest to lowest will be posted for review by interested parties at the City of Groveland City Hall, 156 S. Lake Avenue, Groveland, Florida and will remain for a period of three (3) full business days. Failure to file a protest to the City by 5:00 PM on the third full business day after the posting date shall constitute a waiver of protest proceedings. A change in the team of a proposer after the submission of a proposal could result in reconsideration of the scoring of applicable evaluation criteria, at the sole discretion of the City. Any changes in the team of a proposer must be brought to the attention of the City as soon as possible after the change is made. The changes, the reasons for the changes, and resumes for the individuals being substituted for an original team member, must be submitted to the City. Any changes in the team during the engagement must be communicated in writing to the City prior to implementation of the change. The City reserves the right to reject any new personnel at the City's sole discretion. In submitting a qualifications package, the proposer is representing that each person listed or referenced in the qualifications package shall be available to perform the services described for the City, barring illness, accident, or other unforeseeable events of a similar nature in which case the proposer must be able to promptly provide a qualified replacement. In the event the proposer wishes to substitute personnel, the proposer shall substitute a person with equal or higher qualifications and each replacement person is subject to prior written City approval. In the event the requested substitute person is not satisfactory to the City and the matter cannot be resolved to the satisfaction of the City, the City reserves the right to cancel the contract for cause.
