Site work and paving for a civil project in Lewistown, Illinois. Design plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; road / highway; and water / sewer project.

Job No. P-94-001-23, Phase II Engineering Services, US Route 24/ IL Route 9 from Banner to Kingston Mines, Fulton County, Region Three/District Four This project requires 24% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 26, 2022, at 9:00 AM at the Region Three/District Four Office in Peoria Phase I/II engineering services are required for the improvement of US 24/IL 9 from west of Banner, IL on IL 9 to east of Pearl St in Kingston Mines. An addendum to the existing Project Report addressing any significant changes will be completed by the Consultant. The project is anticipated to continue as a Federally Approved CE. The Consultant will review the existing Project Report and evaluate revisions necessary to complete an addendum. A Public Hearing to present the changes to the existing Project Report is anticipated. The department's Context Sensitive Solutions (CSS) policy will not be required for this project. Phase I work may consist of hydraulic surveys, hydraulic analyses, geometric analyses, Value Engineering study, Hydraulic Reports, Structure Geotechnical Reports, Type, Size, and Location (TS&L) plans, Intersection Design Studies (IDSs), supplemental topographic survey, and Project Reports Addendums (categorical exclusion projects only). This work may include data collection, development of alignment alternatives, cost estimates, geometric studies, structure borings, geotechnical analysis and reporting, and all other related work required to produce the necessary Phase I documents and reports. Phase II work may consist of conducting route surveys, land surveys, hydraulic analyses, structure plans (at least one (1) retaining wall is considered a "tall" wall requiring an Advanced Typical prequalification), roadway plans, drainage plans, geometric plans, geotechnical analyses and reporting, drilling and analysis of soil borings, traffic signal plans, traffic staging plans, temporary and permanent erosion control plans, plats and legal descriptions for right-of-way acquisition, and any other related work required to complete plans, specifications and estimates as necessary. It is anticipated to complete two (2) sets of construction plans. The first segment will be from west of Banner to Romine Road followed by the segment from Romine Road to Kingston Mines. The estimated combined construction cost of the two (2) construction contracts is approximately $63,000,000. The completion date for this contract will be 48 months after authorization to proceed. The Prime firms must be prequalified in the following categories to be considered for this project: Structures (Highway: Typical) Highways (Roads and Streets) Statements of Interest, including resumes of the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
