Site work and paving for a civil project in Windsor, Connecticut. Conceptual plans call for site work for a road / highway; and for paving for a road / highway.

The Town of Windsor is soliciting proposals from qualified consulting engineering firms to provide design services for the Broad Street Road Diet project. The project is based on the January 2014 Windsor Center Transit-Oriented Development Master Plan and Redevelopment Strategy. The Town completed a preliminary layout in 2014 and updated the traffic analysis in 2020. Survey and Concept Layouts were completed in 2021 in preparation for this Request for Proposal and Qualifications. The selected firm will provide design services for Preliminary Design through and including Bid Documents, permitting services prior to construction, and construction inspection services. The project proposes to reduce Broad Street (State Route 159) to one travel lane in each direction from Poquonock Avenue (State Route 75) to Sycamore Street with left-turn pockets and parallel parking on both sides of the street. Pedestrian bump-outs and other hardscape improvements are anticipated to improve the safety and walkability of the downtown area consistent with current Complete Streets best practices. Additional work will include signal improvements, including design for the installation of new mast arm structures and signal head configurations to support the proposed lane configuration and pedestrian crossing lengths. All traffic signals are owned and operated by CTDOT, and the selected consultant should assume subsequent coordination is required as part of the project. If variations to this scope are suggested they should be clearly identified in the response submitted by the consultant. All work performed under the contract between the Town of Windsor and the firm shall be under the direction of professional engineers and land surveyors licensed by the State of Connecticut. The selected Consultant will provide comprehensive engineering services (including civil, traffic, and structural,) for the preparation of designs of improvements, specifications, cost estimates, bid documents and related services. The selected consultant will also provide permitting and construction inspection services. The selected Consultant must have sufficient staff to assure prompt delivery of services and completion of assigned tasks. The selected Consultant must assign a Professional Engineer licensed by the State of Connecticut to be responsible for the management and design. The method of contractor selection has not been determined at this time
