Solicitation documentation and any issued amendments will be posted to sam.gov . This is the only official location where these documents can be obtained and where updates are posted. No 'hard copy' solicitation materials are available. Submission shall emailed to shane.pope@usda.gov with the subject line "RFQ 12805B22Q0406" It is the Contractor's responsibility to ensure the Government is in receipt of the offer by the deadline. Contractors shall not wait till the last minute and assume the email will be received by the Government before the time of closing. Offerors shall provide all requested information referenced in this section. Failure to provide all requested information will result in the offer being found non-responsive, thus ineligible for award. SITE VISIT CONSTRUCTION (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) Attn: Danny Trausch USDA/ARS/USMARC 844 Road 313 Clay Center NE 68933. The site visits is coordinated for Tuesday 9 August 2022 at 0900hrs. (SITE VISIT ATTENDANCE IS MANDATORY TO PROVIDE AN OFFER ON THIS SOLICATION) If you wish to attend the site visit please send an email to danny.trausch@usda.gov and cc shane.pope@usda.gov with the title "12805B22Q0406 Site Visit Registration" please include the name(s) of those attending, along with company information. Contractors must be registered to attend the site visit. If Contractors are not registered, they will not be permitted on the site visit. The site visit is coordinated for Tuesday 9 August 2022 at 0900hrs. Introduction: Scientists at the Roman L. Hruska U.S. Meat Animal Research Center (USMARC) are developing scientific information and new technology to solve high priority problems for the U.S. beef, sheep, and swine industries. About 50 percent of the effort is with beef cattle, 30 percent with swine, and 20 percent with sheep. The Feedmill is used to prepare feed for these animals. 2. Scope: The USDA, ARS, U.S. Meat Animal Research Center (USMARC) requires repair of a crack in one of the concrete vertical wall corners of bin 19 at the feedmill. Contractor shall provide all tools, equipment, materials, etc., necessary to accomplish this work. This shall include all testing equipment and other equipment and tools for entering and working in confined spaces (inside of bin). 3. Structural Engineering Assessment: A structural engineer has determined that there are no structural issues with the crack in the concrete sidewall of bin 19 and that the sidewall has not moved and thus does not require any repair involving attempting to move the walls to close the crack. 4. Technical Requirements: USMARC requires a bid for repair of the concrete bin wall crack at the northwest corner of bin 19 at the USMARC feedmill. It is expected that the repair will involve the following: a. Removal of existing angle, and other materials used previously to repair this area of bin 19 so as to permit new repair to be done. b. The use of an epoxy type product, or equal to fill the crack and fill all spalling concrete on the "wing" (see photographs) from the upper roof of the feedmill to the lower roof which is approximately 25'. The intent is to cover all exposed rebar and areas of concrete fallen away from the original shape of the concrete "wing" in addition to filling the crack in which corn is spilling out. c. Installation of 4" x 4" x 1/4 " (min. thickness) continuous angle iron for the bin sidewall corner crack (approximately 16.5' of the 25'0) on the inside and outside of the corner and 4" x 1/4 " (min. thickness) continuous flat steel on the side of the protruding concrete wing. Bolts are to go through the concrete and the inside and outside angle and the flat steel on the wing and secured with flat washers, lock washers, and nuts. d. Caulking around all edges of the angle and flat steel on the outside to make the bin weathertight. Caulk shall be a good quality silicon caulk for concrete and steel applications. e. Painting of concrete and steel repaired areas with two coats of Sherwin-Williams, or equal, paint with specific paint as recommended by manufacturer. Color shall match existing. f. All OSHA confined space regulations shall be followed when working inside of the bin. Contractor shall need to provide all of their own PPE (rigging, safety harness, etc.) equipment and tools for this work. 5. Site Visit: It is highly recommended that contractors visit the site prior to submitting a quote to take measurements and to verify the requirements and procedures necessary to do the work. 6. Previous experience working in the USMARC feedmill is crucial to this project and will be highly considered when awarding this project. Grain dust is quite combustible and the proper precautions need to be taken for this type of environment. 7. Scheduling Process: USMARC will work with contractor to arrange for shut-down when the project is performed. A. Project Title: Require repair to crack in one of the concrete vertical wall corners of bin 19 at the feed mill for Clay Center, NE B. Competition is set aside for Total Small Businesses. Applicable NAICS code is 238110 - Repair or Alteration of Miscellaneous Buildings. C. In accordance with Federal Acquisition Regulation (FAR) 36.204 the magnitude of this construction project is less than $25,000 D. Prospective offerors shall complete block 14, 15 and 19. E. Prospective offerors shall be registered with Systems for Awards Management(SAM)with an active registration.
