For professional engineering services (City Engineer) to serve the City as an independent contractor. These services shall be provided on an as needed basis and shall be authorized by the City Manager or his/her designee. Typically, these services include but are not necessarily limited to supervising all work produced by the City which is subject to the terms of ORS Chapter 672, planning, designing and construction management for the City infrastructure; surveying; engineering; and development review services for City review of new commercial, industrial and residential developments. The term of the initial contract is two (2) years with an additional two (2) year option at the City's discretion. The City invites qualified individuals or agencies to submit proposals based upon the scope of the work contained in this RFP. The City is using a qualifications-based selection (QBS) process as mandated for contracts anticipated to exceed $100,000 by ORS 279C.110. As a result, selection of the most qualified candidate will be made without regard to the price of the services. Only after selection of the most qualified candidate will the City and selected candidate enter contract negotiations for the price of the services. The method of Contractor Selection has not been determined at this time.
