The City of McGregor, IA (Owner) is requesting Bids for the construction of the following Project: McGregor, IA - WWTP SBR Controls Upgrade General Nature of the Public Improvement: This project is to install new SBR controls at the existing WWTP. The work consists of providing all labor, materials, tools, and equipment necessary for installation of a new SBR controls system compatible with the existing SBR equipment. Major bid items are as follows WWTP Main Control Panel Modifications including programmable logic controller, auto-dialer, instrumentation, and appurtenances. Bid Security: Each bid shall be accompanied by a bid bond, certified check, cashier's check, or credit union certified share draft in an amount equal to five percent (5%) of the total amount of the bid. The certified check or cashier's check shall be drawn on an FDIC insured bank in Iowa, or an FDIC insured bank chartered under the laws of the United States of America; certified share drafts shall be drawn on a credit union in Iowa or a credit union chartered under the laws of the United States. Bid security should be made payable to the Clerk of the City as security that if awarded a contract the bidder will enter into a contract at the prices bid and furnish the required Performance and Payment Bonds and Certificate of Insurance. The certified check, cashier's check, or certified share draft may be cashed, or the Bid Bond forfeited, and the proceeds retained as liquidated damages if the Bidder fails to execute a contract or file acceptable the McGregor City Council. Construction Schedule and Milestones: The controls equipment shop drawings shall be submitted immediately after approval of the Contract by the City Council and ordering of equipment shall commence immediately after approval of the controls equipment shop drawings. The Contract shall be Substantially Complete by September, 1 2023, and Ready for Final Payment by October 31, 2023. Applicable Laws and Regulations: By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the State of Iowa and Iowa domestic labor to the extent lawfully required under State Statutes. Performance and Payment Bonds: The successful bidder shall furnish a 100% Performance Bond and a 100% Payment Bond on the forms provided in the Bidding Documents. Instructions to Bidders: For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Davis-Bacon Prevailing Wages: The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and sub-contractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. American Iron and Steel: The use of American Iron and Steel (AIS) requirements are applicable to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. Disadvantaged Business Enterprise: The City of McGregor encourages DBE's, including MBE's and WBE's, to submit bid proposals. DBE's must be certified through the Iowa Department of Transportation. The City Council reserves the right to reject any or all bids, to waive any informality in bidding and to accept the bid as it deems to be in the best interests of the City.
