Site work, paving and new construction of a mixed-use development in Preston, Minnesota. Conceptual plans call for the construction of a transportation facility; for site work for a transportation facility; sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.
Fillmore County, including Preston, Minnesota, is hereby soliciting Statements of Qualifications and experience from airport consultants for design and construction of a new terminal building at the Fillmore County Airport. Fillmore County will be constructing a new terminal building at the airport including a new well and septic system, parking lot, and access road. The building will meet Americans with Disabilities Act (ADA) requirements and evaluate energy efficiencies where available. The project includes planning and airspace analysis, environmental review, preliminary and final design, bidding and construction services, and project closeout. The project is expected to follow all applicable requirements of Federal Aviation Administration (FAA) Advisory Circulars and all other applicable FAA requirements. Other projects to be considered include: o Fuel system upgrades, replacement, or relocations o Access road maintenance and construction o Parking lot maintenance and construction o Taxilane maintenance and construction o Apron maintenance and expansion o Airspace analysis o Snow removal equipment acquisition services o Public building and access engineering and construction o Other pavement maintenance as necessary Proposal Format: Submission of the SOQ shall include the following criteria: o Familiarity with Fillmore County and the Airport: Describe your understanding and knowledge of FKA and the value the updated terminal building will bring to the community. o Experience of the Firm: Experience in similar projects to the proposed terminal building at FKA with qualifications in airport engineering, architectural, design, financial, planning, and environmental analysis as it relates to the terminal building project. o Key Personnel: Identify the proposed key team members and responsibility for the terminal building project. Provide a brief resume for each key person identified outlining their credentials and experience working on airports like FKA. Include proposed subconsultants in this section. o Project Approach: Describe your understanding and knowledge of the airport and the approach to the terminal building project. o References: Provide the name and contact information for at least three (3) references of similar sized airports who are familiar with the quality and similar type of work performed by your firm. o Other Supporting Information: Include any other information you feel to be relevant to the selection of your firm. The entire SOQ shall not exceed ten (10) pages; excluding the front and back covers, dividers, cover sheet, table of contents, and letter of introduction (maximum two pages). Selection of the Consultant: A qualification-based selection process conforming to FAA Advisory Circular 150/5100-14E will be utilized to select the most qualified firm. Fillmore County will retain the right to select directly, or conduct interviews, up to three (3), in accordance with FAA AC 150/5100-14E. Fee information will not be considered in the selection process and must not be submitted with the SOQ. The owner reserves the right to reject any and all submissions to this SOQ, request clarification, or waive technicalities, if it is deemed in the best interest of the owner. The owner assumes no responsibility for costs incurred in responding to this SOQ. All unsuccessful firms will be notified in writing no later than 10 days after selection of the Consultant.
