This Job is to Tear Down the Burnt Out Ranger Station that was Destroyed in the CARR FIRE and BUILD A NEW ONE from GROUND UP!!!!! PLEASE NOTE: You do not have to be an SDVOSB Contractor to bid on this site, we as the GC already have that and all the other requirements covered with our contract to the Federal Government. Your only requirements are that you pay prevailing wage as determined by the attached Wage Rate chart, and you have a Contractors license in any state. You also do not need a Bid Bond, as we have that covered as well. Bid bonds are between us as the GC and the Government only. We just need you to send us your proposal. An organized site visit has been scheduled for-- Tuesday, August 30, 2022 at 9:00 am Pacific Time (PT). In order to properly plan for and accommodate those interested in participating in the site visit, send an email request to the NPS DSC Contracting Officer (amber_hughes@nps.gov) no later than 12:00 pm PT on Friday, August 26, 2022; to include the following information: o Email subject line titled, "WHIS 267466, RFP 140P2021R0170, Site Visit RSVP." o Company Name; Area of Interest (i.e. General Contractor, Specialty Subcontractor, etc); as well as Name(s), Title(s), and Contract Information (email address / direct phone number) of Participant(s). (c) Participants will meet at-- The Parking Lot of the Oak Bottom Camp Store: 12485 CA-299 West, Whiskeytown, CA 96095 Project Site is at Latitude 4039'4.60"N, Longitude 12235'40.58"W SCOPE: The work of this contract is for the construction of a new facility, which will consolidate Law Enforcement operations into one centrally located facility, located at Whiskeytown National Recreation Area in Whiskeytown California. In July 2018, the Carr Fire damaged the Ranger Station and Dispatch Center (Building 321), and completely destroyed the Autorie House. The 1,900 square-foot (sq-ft) Building 321 was repaired and currently houses all Law Enforcement (approx. 11 Rangers) and dispatch functions. With all Law Enforcement and dispatch operations consolidated into Building 321, space is extremely limited. Originally built in 1968 as a three (3) bedroom - two (2) bath house, it was not designed or constructed as a Ranger/ Dispatch Facility. Rangers require computer access and workspace in order to complete IMARS entries and reports. Dispatchers require space for multiple computer terminals, telecommunications and radio equipment, access to CLETS and IMARS to provide service to NPS and Bureau of Land Management (BLM) Rangers. Pest infestation is an ongoing problem and is made worse by the age and construction techniques in practice at the time of the construction of the building. Infestations include entry into the structure by the occasional poisonous snake and plenty of rodents. Occasionally, rodents damage interior and exterior features, Law Enforcement equipment, and data lines by chewing. Most of the interior electrical wiring and plumbing does not meet commercial code. With the Autorie House totally destroyed, the loss in storage space necessitated the purchasing of a shipping container for Emergency Service and SAR equipment storage. Processing of evidence is currently done in the kitchen area, while it also serves as staff kitchen; exposing employees to potentially hazardous material contaminated with neurotoxins. Required physical fitness (PT) activities must be now carried out at a public facility in town, 15 miles away. There is no location to conduct Law Enforcement Sensitive Briefing or manage counter marijuana operations. The Field Training and Evaluation Program (FTEP) is also being negatively impacted with the loss of the briefing room. Whiskeytown has been a part of the service wide FTEP since 2004. The Park accepts trainees year-round and trained approximately 8% of the NPS Law Enforcement workforce. Construction of this new facility will consolidate Law Enforcement operations into one (1) centrally located facility, allowing for improved employee and public safety, providing a higher level of service to visitors, and adequate workspace for protection Rangers, dispatchers, and field trainees. It will allow for safe and secure storage of NPS Law Enforcement equipment, vehicles, and meet all codes for Ranger Stations and other buildings designed for occupancy, as well as DM446 and RM9.
