Restabilization of shoreline along areas of Brighton Beach Park Anticipated Start Date: September 14, 2022 (See Note) Substantial Completion Date: December 31, 2022 Final Completion Date: May 31, 2023 Questions should be directed to purchasing@duluthmn.gov 1) Email: purchasing@duluthmn.gov 2) Phone calls are not acceptable. 3) Last day for questions is close of business Wednesday, August 24, 2022. Please submit any questions regarding this project via e-mail to purchasing@duluthmn.gov. Responses will be issued as an addendum to this solicitation. Due to the short construction timeframe, bidders are requested to have their payment and performance bonds, insurance certificate, signed contract and project labor agreement, approved community benefits best efforts plan and any other required documentation to the Purchasing Office by Monday, September 12. The intent is that if council approves the project on September 12, a notice to proceed could be issued by September 13 or 14. Bid surety in the amount of 5% of the total bid must be submitted with each bid. Paper bid bonds, certified checks or bank drafts payable to the City of Duluth may be mailed or dropped off at City Hall, 411 W. 1st Street, Room 120, Duluth, MN 55802. Regardless of the method of submission, bid surety must be received by Purchasing prior to the bid opening. The City of Duluth reserves the right to split the award where there is a substantial savings to the City, to waive informalities and to reject any and all bids. Price may not be the only consideration for bid award. Bids must be firm for a minimum of 60 days. The Project consists of coastal shoreline restoration work with incidental removals, erosion control, stormwater management and vegetation re-establishment. The shoreline work primarily includes earthwork modifications to regrade damaged/eroded areas and the placement of large on-site armored stone and vegetated riprap along the beach enbankment for storm protection. Removal of existing vegetation, rock, bituminous and gravel surfacing will need to occur to accomodate the shoreline restoration. A series of beach access points and drainage ways intersect the shoreline restoration area and will include detailed grading for the swales, and installation of drainage rock, large stone steppers, surface aggregate and landscape boulders. Vegetation restoration will consist of native seeding with erosion control blanket, coir matting, netting straw mat and protection fencing as well as the planting of trees, native plugs, live stakes and brush bundles. E. The project includes one Base Bid and two Alternates for shoreline restoration work within the Gitchi Gammi Park limits and along Brighton Beach in Duluth, MN.
