Phase VII will be constructed in several phases (cells). The initial construction of Phase VII Cell 1A began in May 2018 and was completed and certified for acceptance of waste in December 2019. We are currently under construction of Phase VII Cell 1B which is scheduled to be completed in April 2023. Funding for FY23 and FY24 includes the construction of Phase VII Cell 1B and construction of a new leachate pretreatment system to replace the existing pretreatment facility which has been in service for approximately 25 years. Funding for planning/design in FY27 is included in anticipation of the construction scheduled for FY28. It is anticipated that Phase VII, including all planned cells, will provide disposal until 2040. This project supports Council's strategic vision by being a core component of an overall infrastructure plan. The project benefits employees as well as the citizens of Spartanburg County in that it provides for proper disposal of household waste and recyclables, helps to continue to maintain a safe working environment, and helps to improve the efficiency of the Department.

This project is located at the Wellford Landfill and will provide for the
construction of the Phase VII Class III MSW Landfill. Phase VII will
be constructed in multiple cells; initial construction began during FY
2018/19. Funding requested for this project provides resources for
engineering of the second cell, which began in FY 2020/21. Future
cells will require additional capital resources. The current Phase VI
MSW landfill is nearing the end of disposal capacity. Once capacity is
reached, waste disposal will occur in Phase VII. It is anticipated that
Phase VII, including all planned cells, will provide disposal until 2045.
This project supports Council's strategic vision by being a core
component of an overall infrastructure plan. Solid waste disposal is an
important component for any community and this project will help to
ensure that disposal capacity is available to residents and businesses through 2045. This project is also a much more cost
effective means of providing disposal capabilities than transporting waste to out-of-county landfills and paying for disposal
to other entities. Thus, this project helps to ensure that resources are being allocated in the public's best interest.
