Renovation of a power facility in Columbia, Missouri. Working plans call for the renovation of a power facility.

The City of Columbia, Utilities Department is seeking a contractor to provide ground level tuck pointing and window repair services at the City of Columbia, Municipal Power Plant. Test samples for asbestos have been taken from the work areas of the project. If samples contain asbestos, the City shall have it removed at the Citys expense prior to contractor beginning work Bids must be received in Purchasing and date stamped by the bid closing date and time. Bids shall be in a sealed envelope, have the bid number and description labeled on the outside of the envelope. The City of Columbia, Utilities Department is seeking a contractor to provide ground level tuckpointing and window repair services at the City of Columbia, Municipal Power Plant. Test samples for asbestos have been taken from the work areas of the project. If samples contain asbestos, the City shall have it removed at the City's expense prior to contractor beginning work. Contractor hereby agrees to complete the work in the base bid described no later than forty five (45) calendar days from the date of the Notice to Proceed. Contractor shall agree to allow a deduction of one hundred ($100.00) dollars and no cents per calendar day, from final payment as liquidated damages for each day that completion is delayed beyond said completion date established. The contractor on a public improvement project costing more than fifty thousand dollars ($50,000.00) shall provide to the City, a Performance Bond and a Labor and Material Payment Bond, with corporate surety, satisfactory to the purchasing agent, each in an amount not less than the contract price. Contractor shall furnish a Performance Bond and a Labor and Material Payment Bond, each for one hundred percent (100%) of the contract price, guaranteeing faithful compliance with all requirements of the contract documents and complete fulfillment of the contract, including payment of all labor, material, and other bills made in carrying out this contract." The Surety Company issuing the bonds shall be authorized to conduct business in the State of Missouri, and carry a rating of A-6 or better as listed in the A.M. Best or equivalent rating guide. Pursuant to sections 290.210 to 290.340 RSMo, including the latest amendments thereto and unless the project is exempt from payment of prevailing wages pursuant to Section 290.230 RSMo (projects over seventy five thousand ($75,000.00) dollars). Contractor shall pay prevailing wage per the Missouri Division of Labor Standards Annual Wage Order No 29, attached as Attachment 2. Bidder shall submit an original bid bond, in an amount of not less than five percent (5%) of base bid, to the Purchasing Division, prior to the bid closing date and time. Acceptable forms of bid bonds include: 1.) an original bond on the City of Columbia's bid bond form, (Exhibit A) 2.) a certified check made payable to the City of Columbia; or 3.) An electronic bid bond provided by Surety2000.com, as verified by an eleven-digit code which is generated by the Surety2000 system and provided by the contractor in their bid submission. Bid bonds, regardless of the format, must be issued by a surety company authorized to conduct business in the State of Missouri, and carrying a rating of A-6 or better as listed in the A.M. best or equivalent rating guide. The bid bond shall guarantee good faith on the part of the bidder to enter into contract within ninety (90) days at the price bid, if accepted by the City. Only those questions, which necessitate a change to the RFQ, will be addressed via an addendum to the RFQ. Bidders are advised that any questions received less than ten (10) calendar days prior to the RFQ opening date may not be addressed. Questions may be submitted in writing to Michelle Sorensen at Michelle.Sorensen@COMO.gov . The envelope containing the bid response shall be sealed and plainly marked as a response for: RFQ # "2000/2022 - Tuckpointing and Window Repairs at City of Columbia, Municipal Power Plant.
