The Port of Bellingham (Port) is soliciting responses from qualified professional firms interested in providing services to conduct a study of the economic impact of the business activity occurring within Bellingham's Waterfront District. The Port and City of Bellingham are redeveloping 237 acres on Bellingham's central waterfront that was largely a former pulp and tissue mill. A Master Plan has been approved to create a vibrant, mixed-use neighborhood with new parks and trails, marine and light manufacturing industrial areas and thousands of new jobs. This Request for Personal Services (RFPS) solicits proposals from qualified firms interested in providing an analysis on the economic impact of the Bellingham Waterfront District on the City of Bellingham and Whatcom County's economy. Review of past Waterfront economic impact studies for comparative analyses Direct and indirect job creation and support Number of businesses and number of jobs within the Waterfront District (see map of the District on p.4 of the Master Plan document / p.8 of PDF file), including: Downtown Waterfront Bellingham Shipping Terminal Bellingham Log Pond Bellingham Pump Track (with an emphasis on Recreation, Tourism industry-wide impacts within Whatcom County, as well as additional foot traffic and impact on Downtown Bellingham businesses) The Marine Trades area Direct and indirect payroll associated with the Waterfront District including Data concerning the mix of wages and, if possible, Benefits by sector to create a comparison to a "living wage" over time Tax revenue generated and paid to the state, county, and local municipality by the Waterfront District Resident and non-resident spending associated with the Waterfront District Impact on hotel/motel industry Impact on local restaurants/hospitality industry Output of the Bellingham Waterfront District (as value-added or GDP) Return on Investment to taxpayers and society Effect of proximity to the Waterfront on property values and tax revenues Projected future growth of current and planned expanded positions A template that can easily be used in the future to model the economic impacts of the Bellingham Waterfront The Port reserves the right to reject any and all proposals submitted. If deemed necessary, the Port may schedule interviews within a week of the deadline for submittal. The successful firm will be contacted by the Port and shall sign the Port's Standard Agreement for Personal Services; see attached. It is encouraged for consultants responding to the RFPS include solicitation and recruitment of certified MBE, WBE or DBE firms, to the maximum extent possible. Proposals should indicate the economic model(s) that will be used as well as the data required by the Port and City of Bellingham in order to conduct the analysis and the format (e.g. Excel). Proposals should also indicate respondents availability to complete the proposed scope of work by end of the year. The Port reserves the right to reject any and all proposals submitted. If deemed necessary, the Port may schedule interviews within a week of the deadline for submittal. The successful firm will be contacted by the Port and shall sign the Port's Standard Agreement for Personal Services; see attached.
