Renovation of a power facility in Imperial, California. Completed plans call for the renovation of a power facility.
As of October 20, 2022, this project has not yet been awarded. A timeline for award has not yet been established. Niland Gas Turbine Units 1 and 2 Balance of Plant Control Communications Upgrade A maximum of two persons per Respondent will be allowed onsite. Attendees are required to wear a facemask throughout the mandatory meeting and job walk. Hardhats, safety glasses, closed toed shoes are required for the site visit, attendees must provide their own safety equipment. Attendees cannot wear shorts or dresses. Respondents will have to answer the Contractor/Consultant Health Questionnaire (attached) at the mandatory meeting location and have temperature checked. If you answer "Yes" to any of the questions, or have a measured forehead temperature of 100.4 or higher you will not be allowed to enter. Questions concerning this Secondary Request for Proposal should be directed in writing, no later than 5:00 p.m., Local Time, Tuesday, September 27, 2022 to Mr. Marty P. Holbrook, purchasing agent, via email to: purchasing@iid.com. Responses to questions received will be provided digitally no later than 5:00 p.m., Local Time, Thursday, September 29, 2022. Imperial Irrigation District (IID), an irrigation district established under Division 11 of the California Water Code, Sections 20500 et seq., that provides non-potable water, farm drainage and power services to the lower southeastern portion of California's desert, is requesting proposals from highly qualified Respondents to: Propose replacement of outdated, obsolete hardware and associated software of the balance of plant (BOP) control that provides all functions required for the reliable and safe operation of the gas turbine generator set. This includes the Open Platform Communications (OPC) server, Human Machine Interface (HMI)s, PLCs, and ethernet switches that must function in coordination to have the units available for start-up and operation. Additional components in the upgrade include a plant process data historian and modern compatible software. A re-engineered communication network will be included to provide a robust and reliable system that will perform as required. Responses will not be accepted from respondents not attending this mandatory meeting (See attached files). Prospective respondents must be present and signed in prior to the start of the mandatory meeting. Anyone not signed in at the official start of the meeting will be considered late and will not be allowed to submit a proposal. Anyone who does not attend the entire mandatory meeting and job walk will not be credited with attending. Substantial completion of the BOP upgrade shall be targeted for completion no later than April 14, 2023. Only persons or firms possessing a current, valid type "A" California Contractor's License will be considered for this work. Contractor's License must be held in the legal name of the firm submitting the response.
