Renovation of a residential development in Rock Island, Illinois. Completed plans call for the renovation of a residential development.

The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located at 1015 14th street This owner-occupied property will be undergoing rehabilitation using Housing and Urban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. Contractors who are interested in this project will need to schedule a site visit with the homeowner, Douglas Rowlans, by calling them at 309-429-5605, prior to submitting the bid. This Project had completed a Lead Risk assessment in 2015. At which time Siding, soffit, and fascia was stabilized using interim and abatement methods. New windows were installed at this time, they were speck out in the scope of work. The start of this project will need Tyvek on the entire exterior walls, overlap all the seams a minimum of 6", and all seams taped. Second step is to fan fold over the Tyvek with 1/4 ' fanfold. The Third phase is to use break metal around the lower perimeter of the wood walls, insuring a tight fit to foundation walls. This will encapsulate any paint chips from escaping. Side with vinyl double four-inch, using standard colors that the homeowner will choose after signing the contract at preconstruction. Use color matching light blocks and split blocks for all from water and insect infiltration. Use 20yr matching Quad color caulk to seal the penetrations on the siding blocks Wrap all the wood soffit on rakes and overhangs with aluminum panels, omitting the front porch ceiling. Use matching break metal to cover the front porch beam on three sides. Installers will need to use matching break metal to cover the fascia and cornice molding. Encapsulate the newer windows with break metal matching the windows or soffit if not white (homeowners' choice). Caulk the metal to the windows using matching color 20yr exterior caulk. General Building permit is required before the start of work. Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet all project objectives. The contractor shall have 30 days to complete the work from the date of contract signing. Change work orders over the course of the project are strongly discouraged. 1. Bidders must be currently licensed with the Illinois Secretary of State, bonded, and insured. 2. Bidders must have or be able to obtain all applicable licenses and permits in addition to meeting all local, state, and federal requirements to perform requested work. 3. Bidders must have and provide proof of General Liability, Vehicle, and Workers Compensation Insurances and name the City of Rock Island as a Certificate Holder. 4. Bidders must own or be able to rent sufficient equipment to complete the work.
