The Regional District is seeking to retain the services of a qualified Consultant to examine, analyse, and recommend changes to the Regional District's water rate structure for its three Water Service Areas. The goals of this project are to develop a water rate structure that is consistent and increases equity amongst water users, recommends commercial billing customer classes, and reflects the true cost of providing water and the services the Regional District provides. This study will not require the Consultant to determine the rates, provide forecasts, or include additional fees like new service connections. The completion and provision of all final deliverables should be achieved no later than March 31, 2023. The maximum available budget for the scope of work identified in this RFP is $40,000, excluding taxes. The Method of Contractor Selection has not been determined at this time.
