Site work and paving for a civil project in Upper Merion Township, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

As of December 2, 2022, the project has been awarded. A timeline for construction has not been confirmed. Project: Project generally consists of the removal and replacement of approximately 1,886 L.F. of 8 diameter vitrified clay pipe sanitary sewer, 72 L.F. of 12 diameter vitrified clay pipe sanitary sewer, reinstating 47 sanitary sewer laterals, 51 wye connections, and the replacement of 352 L.F. of 8" diameter sanitary sewer by the pipe burst method, including all dewatering, excavation, backfill, trench repaving and other final restoration. A. The project generally consists of the removal and replacement of approximately 1,886 linear feet of 8-inch vitrified clay sanitary sewer pipe and 72 linear feet of 12-inch vitrified clay pipe from manhole to manhole at various locations in the Candlebrook Subdivision in Upper Merion Township. The manhole runs of pipe are to be completely replaced with new 8-inch SDR-26 PVC pipe, from manhole to manhole. Wye fittings are to be provided for each house lateral connection. B. Approximately 51 house laterals connected to the existing sewer main within the project limits are to be disconnected from the existing sewer main and reconnected to the new sewer main. C. Replacement of approximately 352 linear feet of 8-inch vitrified clay sanitary sewer pipe, by the pipe burst method, between manholes 201-8 to 201-8A and 201-8 to 201-8B and the reinstatement of 4 laterals with heat fusion or electrofusion saddles and reconnection to each existing service lateral. The Work will be performed under one (1) Contract as follows: Contract CB-1 - General Construction Questions will be accepted until 4:00 P.M., prevailing time, on Friday, September 30, 2022 Questions will be accepted questions will be accepted through online. All questions must be submitted through online. The apparent low bidder and the next two (2) lowest bidders must submit, to the Engineer, originals of the Bidding Documents within two (2) business days from the date of the bid opening. Reproduction of the Bidding Documents and placement on web sites other than online is not permitted. Bids may be modified or withdrawn at any time prior to the opening of Bids. After the Bid opening, Bids may be withdrawn only by complying with Commonwealth of Pennsylvania laws and regulations. A summary of such laws and regulations is given in the Instructions to Bidders (Document 00100). Bids shall remain open for a period of 60 days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of 120 days from the date of Bid opening. See Instructions to Bidders for other provisions on the time available for acceptance of Bids. The Contract will be subject to the Prevailing Minimum Wage Determination established by the Commonwealth of Pennsylvania, Department of Labor and Industry. Each Bid must be accompanied by Bid security in the form of a certified check, bank check, irrevocable letter of credit, or Bid bond (on the form included with the Bidding Documents) for ten (10) percent of the Bid total. Bidders shall have a minimum ten (10) year, ten (10) project documented experience in the type of Work required by this Project. Submit required documentation with the Bid. At least 50% of the Work required by this Project shall be performed by each Contractor's own work force, not by subcontractor(s). Bidders, subcontractors, their workers and any persons providing labor and products to the Project shall be persons lawfully permitted to work in the United States and the Commonwealth of Pennsylvania. As a precondition of being awarded a Contract, Successful Bidder, and its subcontractor(s) are required, to provide confirmation of compliance with Act 127 of 2012, the "Public Works Employment Verification Act". Upon receipt of the Notice of Intent to Award issued by the Owner to the apparent low, responsible, and responsive bidder, the bidder will be expected to submit both a Performance Bond and Payment Bond in addition to the Contract Agreement. The Upper Merion Sanitary and Stormwater Authority hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids and to waive any omissions, errors, or irregularities in any Bid.
