One contract will be awarded for professional engineering, design, fabrication, and installation of three (3) signs: two (2) monument signs of approximately equal proportions of the total budget, at separate locations designated by the Town of Prescott Valley along State Route 69 in the ADOT right of way and an Arched sign located just north of the SR69 which will span Glass ford Hill Rd. In accordance with the procedure set forth in ARS 34-603(C)(1)(b), a selection committee shall select at least three (3) and no more than five (5) persons or firms submitting SOQs that will participate in interviews based only on demonstrated competence and qualifications as shown by the criteria and weighting specified in the Request for Qualifications packet (including, but not limited to, the person's or firm's subcontractor selection plan that selects any subcontractors based on a combination of qualifications and price (not price alone). The selection committee shall then select at least 3 and no more than 5 persons or firms to be placed on a final list (and their order on the final list) through the combined results of both the interview process and the evaluation of SOQs and performance data. Pursuant to ARS 34-603(E), the Town shall then negotiate in order with the persons or firms on the final list regarding compensation and other contract terms that the Town determines to be fair and reasonable based on the estimated value, scope, complexity, and nature of the Project. All other applicable federal, state, and municipal statutes, codes, rules and regulations shall also apply throughout. .
