Demolition and site work for a mixed-use development in Palo Alto, California. Completed plans call for the demolition of a medical facility; and for site work for a medical facility.

Project Title: Demo Trailers and Replace Landscaping Project Number: 640-23-103 Project Location: VA Palo Alto Health Care Systems (VAPAHCS), 3801 Miranda Ave Palo Alto, CA 94304 Contractor shall demo 3 trailers and replace landscaping in accordance with the attached Statement of Work. In accordance with VAAR 836.204 the magnitude of construction is between $1,000,000.00 and $2,000,000.00. The NAICS code for this solicitation is 236220 with a small business size standard of $39.5 million. Bid, Payment, and Performance Bonds shall be required under this solicitation and any resultant contract. A site Visit is scheduled for Thursday October 27, 2022, at 10:00 am PST. See FAR Part 52.236-27 Site Visit (Construction) for details. Requests for Information (RFIs) are due Wednesday November 9th, 2022, at 10:00 am PST and must be emailed to Craig Armstrong at craig.armstrong2@va.gov. This procurement is 100% set-aside for selected contractors on the NCO 21 Multiple Award Construction Contract (MACC) Group 2, all terms and conditions of the MACC apply to this task order PROJECT TITLE: VAPAHCS PAD Bldg. T7A, T7B, T7C Demolition PROJECT NO: 640-23-103 PROJECT TYPE NRM Project DATE: July 20, 2022 EXECUTIVE SUMMARY A. PROJECT DESCRIPTION: This construction project to provide a comprehensive construction service to remove three modular trailers from campus site and to disconnect existing utilities connected to these trailers. B. PROJECT LOCATION: Veterans Affairs Palo Alto Health Care System (VAPAHCS), Building 7, 3801 Miranda Ave, Palo Alto, California 94304. C. PROJECT CONSTRAINTS: The contractor shall follow interim life safety, infection control measures, code compliance, egress plans, and must coordinate all utility shutdowns and "hot work" with the contracting officer's representative during period of performance. Contractor shall perform in a professional manner to ensure long term durability, and meet all applicable standards, and codes. All work shall be done in accordance with, all laws, ordinances, building codes, rules and regulations applying to the work, including, but not limited to VA, Federal, State, County, City, Industry design guides, codes, standards, regulations, and policies. Contractor shall work with COR to minimize construction impact to daily operation of VAPAHCS at Palo Alto Division. Minimum project requirements are listed below. Contractors shall refer to the solicitation documents for the minimal submission requirements and instructions pertaining to this project. The contractor shall provide services during construction as outlined in this statement of work, as well as associated design documents, drawings, and specifications. These construction services shall be provided to the Veterans Affairs Palo Alto Healthcare System (VAPAHCS), located at 3801 Miranda Avenue, Palo Alto, CA 94304, all in accordance with this statement of objectives and applicable contract terms or conditions. PROJECT BACKGROUND 1.1. The three trailers to be demolished are T7A, T7B, and T7C. T7A was used for Polytrauma Service and is currently vacant. T7B and T7C house the programs that will be moving to Building 500 in Fall 2022. All three trailers are in disrepair and past their useful life. All three trailers have roof leaks, and the roofs are beyond economical repair. Two of the three trailers have mold issues. All three trailers along with their ramps and stairs shall be removed from the campus. 2. PROJECT PURPOSE AND DESCRIPTION 2.1. The intent is to select a qualified contractor to demolish, dismantle, and/or remove three temporary modular trailers T7A, T7B, and T7C along with their utility's lines, associated ramps, and pavement. Additionally, the contractor shall conduct site preparation including subdrains, planting, and irrigation in the areas that housed these trailers. 2.2. The contractor shall be knowledgeable of all national, state and VA healthcare standards, design guides and policies. The contractor shall maintain valid and current contractor's licensure, verifications, and certifications, as applicable for this project. 3. STATEMENT OF BID ITEMS 3.1. Period of performance: The contractor shall not exceed 270 calendar days from Notice to Proceed. 3.2. Attached utility plan is only for reference. Contractor shall perform a geophysical survey to locate all underground utility lines (gas, electric, water, sewer, telephone, etc.) within the work perimeter prior to the start of demolition, removal, and/or dismantling to verify that all utilities to buildings T7A, T7B, and T7C have been identified and terminated properly. 3.3. Contractor shall trace and disconnect existing service lines back to the source including but not limited to power, water, sewer, and data for trailers T7A, T7B, and T7C. See Appendix B. A. Contractor shall remove electrical wires, electrical conduits, data lines, water pipes, and sewer pipes from the trailers to nearest isolating source. 1. Trailers T7A and T7B electrical circuits and conduits shall be disconnected from the main switchgear and wires removed for the entirety of the feeder. Circuits breakers shall be label as spares. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
