Site work, new construction and remodeling of a mixed-use development in Edwardsville, Kansas. Completed plans call for the construction of a fire / police facility; for the remodel of a fire / police facility; and for site work for a fire / police facility.
The selected firm or individual will serve as the Citys Construction Manager (CM) and assist in three separate phases. A. Phase I Evaluation of Options The CM will assist the City in determining a scope of work for future phases. The City has identified different options based on the 2017 facility study. Options include, but are not limited to, the following: 1. Construct a new police, fire and administration building on vacant property adjacent to existing facilities. 2. Construct a new police and fire facility on vacant property adjacent to existing facilities and remodel/expand existing fire station for administrative offices. 3. Remodel/expand existing fire station for fire department use and construct a new police and administration facility on vacant property adjacent to existing facilities. 4. Construct separate facilities on vacant property adjacent to existing facilities or at other locations to be determined. 5. Some combination of the above choices. Additionally, the City has determined a separate site will be developed for the Public Works and Parks Maintenance facility. Public Works is currently located in a former EMS station that was constructed at the same time as the existing Fire Station. Consideration will be given to reuse of the building and/or site during the evaluation phase. In evaluating potential options, the CM will provide the City with pros and cons of each potential option along with a conceptual project budget. The budget should identify: 1. Construction costs anticipated by square foot (at midpoint of anticipated construction) 2. Furniture, fixtures and equipment 3. Professional fees (Architect/Engineer, Construction Management and other special consultants needed) 4. Testing services prior to and during construction. 5. Utility and connection fees including any relocations 6. Design contingency 7. Construction contingency 8. Other costs that will be attributed to the project. It is anticipated this phase will require at least three meetings with staff and elected officials as well as public presentations during one or more city council meetings. B. Phase II Selection of Architect Upon completion of Phase I, the City will consider executing Phase II. Phase II encompasses the selection of an architectural firm to develop plans in conjunction with the CM for the option(s) selected in Phase I. The CM will assist staff with the development of a Request for Qualifications (RFQ) for Architectural Services, the issuance of the RFQ, the evaluation of the RFQ responses and negotiations of a contract with the selected firm. It is anticipated this phase will require at least three meetings with staff and elected officials and attendance at one city council meeting. C. Phase III - Construction The CM will coordinate, oversee and deliver the facility(ies) as determined by a Construction Management Agreement.
