No bidder may withdraw their bid for a period of 60 days after the date of opening of bids. As a condition for the award of any contract in excess of five thousand dollars ($5,000) the bidders shall supply with their bid a sworn affidavit and documentation affirming its enrollment and participation in a federal work authorization program with respect to the employees working in connection with the contracted services. Bidder shall also supply a signed affidavit affirming that it does not knowingly employ any person who as an unauthorized alien in connection with the contracted services. The City of Mexico hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, ancestry, or national origin in consideration for an award. The accepted bid will remain in effect for a period of one year from the date of contract execution with the option to review contract performance and renew the contract for an additional year. Such renewal may be done twice. Each renewal must be agreed to in writing by both parties. The contract, if awarded, will be awarded to the lowest, responsive, responsible bidder complying with the Conditions of the Contract Documents within the Owner's budget. The Bidder to whom the awards are made will be notified at the earliest possible date. The Owner; however, reserves the right to reject any and all Bids and to waive any informality in Bids received whenever such rejection or waiver is in his interest.
