Renovation of a water / sewer project in Halifax, Pennsylvania. Completed plans call for the renovation of a water / sewer project.
As of March 1, 2023, the project has been awarded. A timeline for construction has not been confirmed. Halifax Area Water and Sewer Authority (Owner) is requesting Bids for the construction of the following Project: Halifax Township Sanitary Sewer Extension Project The Project includes the following Work: The Project consists of, but is not limited to, installation of approximately 14,000 linear feet of 6", 8", and 10" gravity sanitary sewer piping and associated manholes, and approximately 250 gravity sewer laterals; the installation of approximately 20,000 linear feet of 2", 3", and 6" low-pressure sewer mains and force mains and associated manholes, and approximately 150 grinder pumps and low-pressure sewer laterals; the installation of a new submersible sewage pump station; the installation of two new suction lift sewage pump stations each with a building; and all associated appurtenances. Separate Bids will be received for the following Contracts: 2022-03 Pump Station Electrical Construction All Bidding Documents are located in the Contract No. 2022-01 Gravity Sewers, Force Mains, and Grinder Pumps and All Clarifications should be submitted through the Contract No. 2022-01 Gravity Sewers, Force Mains, and Grinder Pumps. Project Location: Halifax, PA 17032 generally consisting along the following roads: a. Peters Mountain Road (SR225) b. S. River Road (SR147) c. Powells Valley Road d. Parmer Drive e. Fellowship Drive f. Galli Road g. Lauren Lane h. Oak Avenue i. Elm Avenue j. Maple Avenue k. Dustin Drive l. Matamoras Road m. Million Dollar Road n. Clover Lane o. Williams Street p. Road Cap Lane q. Hill Drive r. Creek Road Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be submitted via electronically in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Statutory Requirements. Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project, and will be required to submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act ('the Act') which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. The estimated cost of this Project is greater than Two Thousand Dollars ($2,000) and the federal Davis-Bacon Act shall apply. All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). This project is being federally funded by EPA financial assistance dollars through the Pennsylvania Infrastructure Investment Authority (PENNVEST) and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 30, et al. All bidders are hereby notified that in regard to any contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly the successful bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of work, or any other activity required under the contract on account of gender, race, creed or color. The Halifax Area Water and Sewer Authority reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Halifax Area Water and Sewer Authority, and to reject any or all proposals. Pump Station Electrical Construction includes, but is not limited to, the following: 1. Installation of a new electrical service to the facility including coordination with electrical utility company for the installation of the new service equipment and the phasing of the removal of the existing service for the purposes of keeping the existing facility operational during the changeover. 2. Site photographic documentation. 3. Site lighting. 4. Site communications. 5. Site electrical power and distribution including coordination with service provider. 6. Electric Power Service: Include the cost for electric power service, whether metered or otherwise. 7. Selective electrical demolition. 8. Exterior and interior lighting. 9. Electrical connections to equipment furnished by the General Contractor. 10. Ventilation System Controls, sensors and wiring. 11. Emergency Generators. 12. Concrete Pad for emergency generators. 13. Site security system - CCTV equipment. 14. Panel Mounting Superstrut Rack and concrete foundations
