Site work and renovation of a civil project in Douglas, Massachusetts. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

This project consists of furnishing all tools, labor, materials and equipment and testing necessary for the installation of approximately 7,300 linear feet of gravity and force sewer mains, manholes, valves, removal and replacement of approximately 28 manhole frames & covers and removal and replacement of 36 catch basin frames and grates, installation of 2,600 linear feet of water mains and appurtenances including gate valves, valve boxes, hydrants, services and temporary bypass piping (as needed), and for testing and chlorination, as well as paving and restoration. The project also includes the replacement of the Gilboa Street sewer pump station, bypass pumping, electrical and instrumentation, and associated, site work and restoration. The work shall be started within 10 days of the Notice to Proceed. The contractor shall complete all work called for under this agreement in all parts and requirements within 365 consecutive calendar days from Notice to Proceed. Specification Section 01000 outlines specific goals for work completion. It is the intent of the Owner to award the Contract to the lowest qualified responsive bidder. The Town intends to select the lowest responsive bidder that is within their budget. The Contractor shall supply all tools, labor, equipment and materials necessary to complete installation of the work shown on the Contract Drawings and hereinafter contained in the Specifications. Each General Bid shall be accompanied by a Bid Bond, a Certified Check, or a Treasurer's or Cashier's Check issued by a responsible Bank or Trust Company, in the amount of five (5) percent of the submitted bid, as Bid Security. Surety companies must be listed on U.S. Treasury Circular 570. Awarding authorities are required to incorporate participation goals for minority-owned business enterprises (MBEs) and women-owned business enterprises (WBEs) into capital construction projects in accordance with 41 CFR part 60-4. The current participation goals, guidelines for participation goal reductions or waivers, and a list of certified MBE's and WBE's are available at the website of Affirmative Action at Portal. Participation goals are 6.9% for women and 1.6% for minorities. EDA Grant Recipient must fill out the form with the appropriate information. This project is subject to prevailing wage and minimum wage laws. The wage rates required by Davis-Bacon Federal Minimum Wage and M.G.L. Chapter 149, Sections 26 to 27D inclusive, are contained in the Appendix to the Contract Documents. Bids that do not reflect these wage rates in their labor cost estimates will be rejected. It is the responsibility of the Contractor, before bid opening, to request, if necessary, any additional information on Federal or Massachusetts' Wage Rates for those tradespeople who are not covered by the applicable Wage Decision, but who may be employed for the proposed work under this contract. Awarding authorities (as defined in Executive Order 13858, 31 January 2019, and 2 C.F.R. 200.322 (Doestic preferences for procurements)) are hereby notified that they are encouraged, to the greatest extent practicable, to purchase iron and aluminum as well as steel, cement, and other manufactured products produced in the United States in every contract, subcontract, purchase order, or subaward that is chargeable under the Economic Development Administration (EDA) Award. The successful Bidder will be required to furnish a Labor and Material Payment and Performance Bond each in the full amount of the Contract. Surety companies must be listed on U.S. Treasury Circular 570. Contract payment will be by the lump sum price and/or unit price method as indicated on the Proposal Form. No Bidder may withdraw his Bid for a period of thirty (30) days after the date designated above for the opening. Bids for this Contract are subject to the provisions of Massachusetts General Laws (MGL) Chapter 30, Section 39M. Complete instructions for filing bids are included in the Instructions to Bidders. The Owner reserves the right to waive any informalities in or reject any or all Bids or to accept any Bid deemed by them to be in the best interest of the Town of Douglas.
