Demolition, site work, renovation and addition to a municipal facility in Woodstock, New York. Completed plans call for the addition of a municipal facility; for the demolition of a municipal facility; for the renovation of a municipal facility; and for site work for a municipal facility.

The proposal will have separate contracts for General Construction (TW-222G), Electrical Construction (TW-222E), Heating, Ventilating & Air Conditioning Construction (TW-222HVAC) and Plumbing Construction (TW-222P). Each Bidder must bid on all items of work in the Base Bid. The project consists of the construction of a new addition to, and renovation of two buildings - the historic Comeau House and the Supervisor's Cottage located at 45 Comeau Drive in Woodstock, NY. The project will be executed in two phases. Phase one of the project will be to build the addition to the Comeau House and move the current occupants of the second floor into it for phase two. Phase two will be the renovation of the Comeau House and the Supervisor's Cottage. For phase two, the Clerk and the Supervisor will be temporarily relocated either in the new addition or off site. Phasing will be finalized with the chosen contractor. The Comeau House is historically significant and should be treated as such throughout the construction process. Due to grant opportunities afforded by this historic designation, please break out the following architectural scope as allowances separate from the base bid: windows, siding, exterior masonry work, and slate-look roof, the insulation, interior sheetrock, wood paneling and refinishing of wood floors on the second floor (starting at the bottom of the stair case). These allowances are for Comeau House scope only. See sheet A10 for government / open area demarcation line. No new above or below ground improvements serving the government area are allowed in the open area. Existing pre-2009 below-ground improvements serving the government area that are in the open area, such as drainage lines or septic improvements, may be replaced or improved only in their existing locations, per the Conservation Easement sections 4.06B and 3.01. All of the contract documents, including Instructions to Bidders, Proposal Forms, General Conditions governing the contract, drawings and detailed specifications, may be examined at the office of the Town Clerk, Town of Woodstock, New York. A USB drive with files of these documents may be obtained from the Woodstock Town Clerk. The successful bidder shall furnish a Performance Bond and a Labor and Material Payment Bond in the amount of 100% of the accepted bid as set forth in the Bid Form. These Bonds shall be in compliance with the Specifications and the bidder shall be required to submit with his bid the completed form in the specifications entitled, "Performance Bond Information Form." The Town of Woodstock hereby notifies all Bidders that it will affirmatively ensure that in regard to any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Attention is also directed to the fact that the Contractor will be governed by the labor Standards Provisions, which are made part of this specifications and contract. The bidder, by signing his proposal, certifies that he is fully aware of the State Laws regarding the non-collusion bidding certification. No separate forms will be required, but the actual signing of the proposal includes such a statement and is included in the proposal. The Town Board expressly reserves the right to waive any informalities in or to accept any bid, or to reject any and all bids, or to award on any or all items, as the interest of the Town of Woodstock may appear to require. The Town of Woodstock is an exempt organization under the Tax Laws and is exempt from payment of Sales and Compensating Use Taxes of the State of New York and Cities and Counties of the State of all materials which are to be incorporated into the project, pursuant to the provisions of the Contract. These taxes are not to be included in the Bid. No bidder may withdraw his bid within 45 (forty-five) days after the actual date of the opening thereof.
