As of November 22, 2022 Project has been awarded to Facility Solutions Group in the amount $46,612.11 This project is supported, in part, through a grant with the Office of Commonwealth Libraries, Pennsylvania Department of Education, with funds provided from the Keystone Recreation, Park and Conservation Fund. In general, the work shall consist of replacing existing conventional fluorescent lamps with specified LED lamps and retrofit existing light fixtures with LED Panel Doorframe Retrofit Kits, as specified. Removal and disposal of all surplus and removed materials and equipment, off-site, is included in the scope of work. Each bid shall be accompanied by a bid bond in the required form, certified check, letter of credit, or other security acceptable to the Borough in the amount of 10 percent (10%) of the total base bid. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Bid award is tentatively scheduled for Monday, November 14, 2022 at 7:00 PM. The Contractor shall ensure that all employees and applicants for employment are not discriminated against because of their race, creed, color, age, religion, sex, or national origin. Attention is called to the fact that Pennsylvania Prevailing Wage Act (43 P.S. 165-1 et seq.) applies to this project and not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project. In addition, applicable portions of the following provisions will apply to the project: Pennsylvania Flood Plain Management Act 166 (32 P.S. 679.101-679.601) and the regulations issued pursuant thereto (Title 12, Chapter 113), Steel Products Procurement Act of March 3, 1978, (P.L. 6, No. 3, 1, 73 P.S. 1881 et, seq.), Trade Practices Act (71 P.S. 773.101 et seq.), Public Works Contractor's Bond Law of 1967 (8 P.S. 191 et seq.), Commonwealth Procurement Code (62 Pa. C.S. 101 et seq.), Minority and Women Business Enterprise (Executive Order 1996-8), and the Agricultural Land Preservation Policy (Executive Order 2003-2). This contract is subject to compliance with all environmental protections laws and will assure that no adverse environmental impact will occur as a result of this project, This contract is subject to the Federal Occupational Safety & Health Act of 1970 (OSHA) conditions. This contract is subject to PA Act 127 (Public Works Employment Verification). Contractor must submit verification forms acknowledging compliance with the Federal law concerning the use of the E-Verify Program. Providing verification is a pre-condition of the award of the contract. In addition, prior to commencing work on the project, the Contractor shall submit all subcontractor verification forms, as applicable. This contract is subject to Pennsylvania Human Relations Act 222 conditions. This contract is subject to the non-discrimination in Employment/Contract Compliance Regulations conditions. The successful bidder will be required to satisfactorily complete all work within forty (40) consecutive working days from start date of work. All work must be satisfactorily completed on or before Friday, April 28, 2023. The Borough of Ephrata reserves the right to accept or reject any or all bids and to award the bid in the best interests of the Borough.
