The City of Waco's New Road bridge located between Franklin Avenue and Hyland Drive crosses three Union Pacific rail lines. It is a ten-span approximately 500' long concrete slab bridge built by TxDOT in the late 70's. The bridge has expansion joints at the abutments and the middle bent. The bridge was constructed with two layers of roofing felt at these expansion joints between the concrete slab and the substructure to prevent concrete-on-concrete frictional pressure as the bridge expands and contracts. Current standard bridge design philosophies no longer consider this to be best practice for longer span bridges. Street Operations previously patched spalling on the abutments with high strength grout to delay the decay of the abutment. As part of the Bridge Program, Engineering staff inspected the bridge in Fall 2021 and observed the previous patches had completely fallen off exposing rebar. Spalling and delamination of the abutments and center bent has reduced the bearing area. The bearing area is where the loads are directly transferred from the superstructure (top portion of bridge) to the substructure (foundation). The abutments also retain the soil under the bridge approach slab. Possible contributing factors to the spalling and delamination include: felt layers degradation, rotation of the abutments, lack of stiffness in the columns and drilled shafts, and unsealed joints. Failure of either the abutments or bents would require a complete closure of the bridge. Other rehabilitation items that need to be addressed on the New Road Bridge include: bridge deck wearing surface, vegetation removal around bridge, full depth joint rebuilds, new approach slabs, voids in concrete rip rap, vegetation in the rip rap, sidewalk reconstruction, and new metal beam guard fence. The project is included in the city's 2023-2028 capital improvement plan (CIP).
