Site work and paving for a mixed-use development in Waco, Texas. Conceptual plans call for site work for a bridge / tunnel; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The Sanger Avenue Bridge Class Culvert crossing Waco Creek was originally constructed in 1968 to carry vehicular and pedestrian traffic. Inspection of the Sanger Avenue Bridge identified areas critically impacted by erosion. The fast-flowing water leaving the culvert is causing a deep scour hole to develop downstream of the culvert. The scour hole is migrating under the structure. The high velocities will continue to erode the channel floor and undermine the culvert unless addressed. This undermining has the potential to cause failure of the structure. The proposed solution for the downstream side of the bridge culvert is to shape the channel to accommodate the dissipation of energy from the water coming out of the culvert and provide armoring. The downstream improvements will also include placing a revetment mat along the downstream channel bed. The channel upstream from the culvert is concrete lined for approximately 70ft. Where the channel transitions to natural, the soil under the concrete is washing away. The installation of armor units at the edge of the concrete channel will slow further destabilization. If not addressed, the soil under the concrete lining will continue to wash out leading to more intensive repairs when the concrete fails. The crossing currently has noncompliant damaged guardrail on the upstream side of the culvert and no rail on the downstream side. Installation of a combination rail on both side is planned to increase vehicular and pedestrian safety. Pedestrian improvements for the bridge will include the removal and replacement of the current non-ADA compliant sidewalk and infill of sidewalks to connect to the nearby intersections. The project is included in the city's 2023-2028 capital improvement plan (CIP).
