Originally constructed as a 30 foot span masonry arch bridge carrying Webster Avenue (50ft roadway) over Waco Creek, the Webster Avenue Bridge was modified in 1961 to incorporate the emergency overflow segment of the Waco Creek Diversion Tunnel. As part of the Bridge Program evaluations, Public Works' Staff and a bridge consultant inspected the bridge. Large cracking patterns have developed within the masonry arch at each bridge end and are demonstrating vertical displacements. The 2020 TxDOT BRINSAP report also noted missing bricks and cracks near the ends of the arch on both sides, trees growing in the bridge structure, scour along abutment footings and failed wingwalls. The City of Waco's 2020 Stormwater Master Plan prepared by Walker Partners indicates that the emergency overflow structure is not compliant with current criteria and cannot convey the 100-year storm event. Waco Creek watershed drains 10.6 square miles. Analysis indicates that Webster Avenue becomes inundated during storm events greater than the 10-year storm. Stormwater has and will continue to contribute to the structure's deterioration. The project is included in the city's 2023-2028 capital improvement plan (CIP).
