The City of Decatur will receive sealed bids to furnish Campus Master Plan at Decatur Public Transit System. The City encourages Disadvantaged Business Enterprise (DBE) participation for this project. It is the policy of the City to support and encourage participation of DBEs in the utilization of programs, activities, and contracting opportunities funded in whole or in part by the United States Department of Transportation in accordance with the regulations contained in 49 CFR Part 23, as amended. DEB consist of small business concerns, which are at least fifty-one percent (51), owned and controlled by one or more socially and economically disadvantaged individuals. The Council of the City of Decatur, Illinois reserves the right to accept, renegotiate or reject any or all proposals and to waive any variance from the requirements of the instruction for bidders. The Council further reserves the right to award the contract to the bidder which, in the opinion of Council, will best serve the public interest, and the criteria' listed herein shall be subordinate to the discretion of Council with regard thereto. At the discretion of the Council required items may be submitted after the bid opening if there is sufficient compliance with instructions at the time of the bid opening to permit the City to determine the price bid.
