SCADA Network Infrastructure Replacement Request for Information (RFI) should be directed to: purchasing@turlock.ca.us Question Deadline 09/22/2022 The City invites you to submit a proposal for implementing SCADA (Supervisory Control and Data Acquisition) network infrastructure upgrades. The project is located at the RWQCF (Regional Water Quality Control Facility), for the Municipal Services Department. The current SCADA network equipment consists of a closed fiber-optic-ring (cable is 62.5 MMF12) connecting to three Allied Telesyn MCF12SC-10 12-port media converters, four Cisco Catalyst WS-C2950SX-24 24-port managed Switches, Twelve Allied Telesyn AT-LMC10SC-10 1-port media converters, Twelve Netgear FS105 or FS108 unmanaged switches and, two Cisco Catalyst 2955 managed switches. The fiber connects two Cisco 1841 firewall switches to give remote access to SCADA. The scope of work includes, but is not limited to, the following: 1. The proposed scope of services would include providing comprehensive service to complete the entire process of the SCADA network infrastructure update at the RWQCF. These services will include planning, equipment acquisition, staffing, scheduling, reporting, documentation updates, communication, and coordination with all other parties involved in the overall project. The selected contractor must be willing to work in cooperative manner with the City staff, SCADA integrators and other parties working on behalf of the City of Turlock. 2. The scope of this project will include field investigation of existing conditions related to network location and fiber-optic ring health. The purchase, configuration and installation of specified or recommended network equipment. The contractor will be responsible for removing existing equipment, installing new equipment, making all necessary interconnections and then verifying that the site network is fully functional. There is existing network equipment on site that will be removed as part of this project. The new network equipment will be installed alongside other existing switches, controllers, servers, Remote Terminal Units (RTUs), and Programmable Controllers (PLCs). 3. The contractor will provide a copy and/or hand over all software used and/or required to program and/or configure the network equipment. The contractor will provide software support after installation. In addition, to providing training, documentation to include warranties and equipment data and cut sheets and technical manuals 4. The contractor will be expected to provide experienced staff with adequate expertise in project management and routing and switching technologies to comply with the implementation standards required by the City of Turlock. As recommended by the SCADA system integrator to ensure network compatibility, the contractor must replace the current EOL (end-of-life) network equipment outlined in Figure 1 and Figure 2 below with the following: 1. Six Cisco Industrial Ethernet 5000 IE-5000-16S12P with Dual Redundant power supplies. a. 3-year Cisco Software License Subscription b. 5-year Cisco Smartnet Warranty and Support c. 80 1000BASE-LX/LH LC MMF SFPs d. 80 1000BASE-T RJ-45 SPFs e. All needed LC-SC fiber-optic patch cables f. All needed Cat-6 patch cables 2. Eight Cisco Catalyst EI-3300-8T2S a. 16 1000BASE-LX/LH LC MMF SFPs 3. Eight Moxa IMC-21A-M-SC media converters a. 1-year Moxa Warranty and Support 4. Two Cisco ISR4221/K9, Firewall switch a. 5-year Cisco Smartnet Warranty and Support
