The City of North Plains (the City) is soliciting proposals from qualified firms or individuals to perform a comprehensive water and storm drainage rates cost of service (COS) analysis. The primary objectives of this project are related to rate design. The City wishes to ensure that its rate structures and related fees recovers fixed and variable costs appropriately. Costs are allocated equitably among customer classes. Water and surface water management usage blocks are appropriately sized and priced for each customer class. The rate structures communicate a meaningful and appropriate conservation message to customers. The City may reject any proposal not in compliance with all prescribed solicitation procedures and requirements and other applicable law, and may reject any or all proposals in whole or in part when the cancellation or rejection is in the best interest of the City as determined by the City. All questions concerning the proposals or scope of work should be directed to Andy Varner, City Manager The method of contractor selection has not been determined at this time.
