Renovation of a municipal facility in Naples, Florida. Completed plans call for the renovation of a municipal facility.
As requested by the Emergency Management Services Division (hereinafter, the "Division or Department"), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, "County") has issued this Invitation to Bid (hereinafter, "ITB") with the intent of obtaining bid submittals from interested and qualified vendors in accordance with the terms, conditions and specifications stated or attached. The vendor, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated. The vendor should be qualified and experienced in audio visual installations of a similar magnitude and be familiar with equipment and systems of the types specified in the solicitation documents. The Collier County Emergency Operations Center (EOC) has an existing audio-visual system to support the operations center. The system is over 10 years old and is in need of an upgrade as most of the systems are past the serviceable life. The general layout of the audio-visual system is reasonably comprehensive and meets the needs of the EOC staff. This upgrade will remove all the old technology and cabling and upgrade the system to support current digital technologies. All video cabling and switching will support 4K resolution, the current industry standard format. The existing speakers and cabling will remain but will be driven by a new amplifier and digital system processing (DSP). Question Deadline 10/05/2022 at 3:00 PM ET SCOPE OF WORK The following is the general scope of work for the audio-visual system replacement and upgrade to be performed at areas within the Collier County Emergency Services Center, located at 8075 Lely Cultural Parkway, Naples, FL 34113: Main Emergency Operations Center (EOC) A new video wall will be installed at the center of the room and will replace the existing rear projection system. Collier County will have a General Contractor and/or its Facilities Management staff remove the old rear screen projector Lexan and build a structure to support the new video wall and provide power per the vendor power/data/hdmi cable location requirements. Backing will need to be provided to provide and an even and reliable structure for wall-mounting. The dimensions for the back will be approximately 24 feet wide by 7 feet high and be able to support 1,200 lbs. Two 98-inch displays will mount one above the other on the left and the right-hand sides of the video wall. This will replace the eight existing 65-inch displays. Two 98-inch displays will replace the displays at the rear of the room. A Crestron control processor, or approved equivalent, will be the primary controller for the system. A 22-inch touch panel will be installed in the lectern at the front of the EOC and duplicated in the rack in the main rack room. The touch panels will provide simplified control of the system including power, source routing, presets for video wall layout, audio source selection, volume and muting, control of PTZ camera for VTC, and microphone muting. An X-Panel will be provided for control from a PC and application setup for control via a Vendor-provided iPad or County-approved device with easily transferable and (1) spare programming configuration or software for immediate installation for a backup or replacement iPad or approved device. A Crestron NVX system will be installed with new cabling to route audio-visual signals from sources to the displays. The sources for the system are as follows: 10 new OFE Contemporary Research HD boxes for cable TV and OTA tuning; Main PC at the lectern; PC for VTC at the lectern; Four OFE laptop connections at the lectern; One OFE DVD recorder at the lectern; One OFE DVD recorder in the rack. A QSC Core will be the primary audio controller for the system. Audio from each video source will be received as an AES67 stream in the Core for routing and playback. The additional audio sources are as follows: One wired microphone at the lectern; Six wireless microphones. The PTZ camera and seven microphones will be integrated to provide the video and audio for virtual meetings (such as Zoom, GoToMeeting, etc.) into the dedicated VTC PC. Playback of audio will go through the existing six JBL wall-mounted speakers. Each Contemporary Research tuner will be dedicated to a specific channel that is easily routable anywhere in the system. The channel layout is as follows: ABC (Cable and OTA) CBS (Cable and OTA) NBC (Cable and OTA) FOX (Cable and OTA) Weather Channel CNN FOX News Collier Government TV (2) Spares for future use (Cable/OTA or Satellite) If the Contemporary Research tuners require an AC to DC transformer. Two (2) additional transformers shall be provided as spares for each unit. The four main network channels will be able to be switched from Cable to OTA by the Crestron touch panel or approved equivalent control system.
