Cabell County Senior Services Organization (hereinafter referred to as Owner) invites proposals to provide all Work, including but not limited to labor, material, equipment, supplies, and transportation for A New Senior Wellness Center for the Cabell County Senior Services Organization, Huntington WV. The new Senior Wellness Center will be located between 14th and 15th Streets West and 5th Avenue West in Huntington, Cabell County, West Virginia. If bids are submitted by postal or other delivery services, they must arrive prior to the time stated above and be enclosed in an outer envelope identified with "CCCSO - Senior Wellness Center" highlighted on the outside of the outer envelope. The Project consists of construction of a new 3,500 SF Senior Wellness Center on a 0.61 acre site. Site preparation includes sediment and erosion control, and demolition of site elements. Site work includes new site utilities, hardscape for parking and walkways, an exterior patio area, landscaping and lighting, along with stormwater infrastructure. Building construction includes excavation for foundations and utilities, concrete foundations, concrete slab on grade, steel building frame with wood infill, TPO roofing, cultured stone and aluminum panel cladding, aluminum windows, doors and storefront, plumbing, variable refrigerant flow HVAC, lighting, and electrical. The contractor will be required to coordinate their work with a separate project being completed on the site around the existing gazebo structure. The Owner will suffer financial loss if the Work is not Substantially Complete within the Contract Time as defined in Article 14 of the Agreement, and if final completion is not achieved within the specified time frame following Substantial Completion. As liquidated damages, and not as a penalty, the Contractor and the Contractor's surety shall be liable for and shall pay the Owner $500 (five hundred dollars) per calendar day for each day beyond the Contract Time that either Substantial or Final Completion is not achieved. This project is not subject to federal prevailing wage rates. All bids must comply with Chapter 21, Article 11 of the West Virginia State Code "West Virginia Contractor Licensing Act." Submit offer on the Bid Form provided. The Owner intends to issue a letter of intent to award a contract within 14 days of the bid date; however, bidders will be required to submit offer under a condition of irrevocability for a period of 60 days after submission. The Owner reserves the right to accept or reject any or all bids, to waive informalities, and to re-advertise.
