The purpose of this solicitation is that the City of Bristol, Virginia (hereinafter referred to as the "City") requires subsoil materials (hereinafter referred to as "Clay") for the purposes of capping the City's Integrated Solid Waste Facility (hereinafter referred to as the "Facility") located adjacent to 2880 Valley Drive, Bristol, VA. Therefore, the City is accepting bids for supplying Clay and transporting the Clay to the Facility. The City seeks to receive bids on a price per cubic yard basis for the furnishing and delivering of Clay. The Bidder should reflect all costs (supplying, delivering costs, and taxes) in its price-per-cubic yard response. The City requires 80,000-cubic yards, more or less, of Clay. The scope of work is provided generally and is described as: Supplying and delivering of Clay; provide all necessary equipment, maintenance, and personnel to facilitate these actions; obtain all necessary operating permits; and maintain appropriate licensure, liability insurance, and performance bonds. The Clay shall be certified by the supplier to meet or exceed the following specified requirements and the certification is to be provided to the City prior to any Clay being brought to the Facility: The Clay shall consist of materials that are classified as CL, ML, MH, or SC as defined by Unified Soil Classification System (ASTM D2487). The Clay shall be free of stone, rock, or gravel larger than 3-inches in any dimension. The Clay shall be tested by the supplier once per 10,000-cubic yards of material delivered in accordance with ASTM D698, ASTM D2216, ASTM D2487, ASTM D5084, ASTM D6913, and ASTM D7928 and the test results are to be provided to the City. The Clay shall have a maximum hydraulic conductivity of 1X10-5 cm/sec when placed and compacted to the specified requirements.
