The purpose of this solicitation is that the City of Bristol, Virginia (hereinafter referred to as the "City") requires subsoil materials (hereinafter referred to as "Intermediate Cover") for the purposes of capping the City's Integrated Solid Waste Facility (hereinafter referred to as the "Facility") located adjacent to 2880 Valley Drive, Bristol, VA. Therefore, the City is accepting bids for supplying Intermediate Cover and transporting the Intermediate Cover to the Facility. The City seeks to receive bids on a price per cubic yard basis for the furnishing and delivering of Intermediate Cover. The Bidder should reflect all costs (supplying, delivering costs, and taxes) in its price-per-cubic yard response. The City requires 50,000-cubic yards, more or less, of Intermediate Cover. The scope of work is provided generally and is described as: Supplying and delivering of Intermediate Cover; provide all necessary equipment, maintenance, and personnel to facilitate these actions; obtain all necessary operating permits; and maintain appropriate licensure, liability insurance, and performance bonds. The Intermediate Cover shall be certified by the supplier to meet or exceed the following specified requirements and the certification is to be provided to the City prior to any Intermediate Cover being brought to the Facility: The Intermediate Cover shall be inorganic soil; not excessively wet or saturated; shall be free of stone, rock, or gravel larger than 3-inches in any dimension; and free of debris, waste, frozen materials, vegetation, organic materials, roots, and other deleterious matter. The Intermediate Cover shall consist of materials that are classified as SC, ML, CL, MH, or CH as defined by Unified Soil Classification System (ASTM D2487). Not more than 1 percent by weight of particles larger than 3/8-inch in diameter shall be allowed. Mechanical screening, raking, or other methods to remove oversize particles shall be provided by the bidder. No sharp or angular stone will be accepted. The Intermediate Cover shall be tested by the supplier once per 10,000-cubic yards of material delivered in accordance with ASTM D698, ASTM D2216, ASTM D2487, ASTM D5084, ASTM D6913, and ASTM D7928 and the test results are to be provided to the City.
