2022 Operational Upgrades - Part B - WTP Chemical (Lime) Upgrades Project Bids will be accepted for pressure regulating valve upgrades, leak detection equipment, fixed base meter read equipment and a domestic water booster pump. A certified check or bid bond drawn to the order of the Hazleton City Authority - Water Department in an amount equal to ten percent (10%) of the bid must be submitted with each proposal as bid security and received at the Authority's Office with all other required bid documents prior to the Bid Opening. Bidders shall comply with all procedures and requirements of the Contract Documents. The HCA encourage DBEs, including MBEs and WBEs, to submit a bid proposal. All Prime and sub-contractors shall make the required good faith efforts when subcontracting and shall provide all documents to substantiate their search prior to award. Prior to the award of any Contract, the successful bidder shall furnish to the Owner Certificates of Insurance, Performance Bond, Labor and Material Payment Bond, American Steel certifications, DBE/WBE Compliance Documents, and any other items as required by the Contract Documents. A satisfactory surety shall execute all bonds. Bidders on all work will be required to comply with the Pennsylvania Human Relations Act No. 222. The Commonwealth of Pennsylvania, Department of Labor and Industry and Federal Prevailing Minimum Davis Bacon Wage Determinations, which are included as, part of the Contract Documents. All required wage rates for this project and shall govern all work under this Contract. The Hazleton City Authority - Water Department is an Equal Employment Opportunity Employer. The Hazleton City Authority - Water Department hereby reserves the right in its discretion, which is understood and agreed to by all bidders, to reject any and all bids submitted, and also reserves the right to waive any irregularities, omissions, mistakes, or informality in the Bidding Process. Coordination with and between all Prime Contracts shall be included in all bidders scope of work as required to meet completion date. Work shall include all demolition, installation and start-up for a complete new system including Owner provided equipment and equipment purchased by Owner directly thru PaCostars. Contractor shall provide all labor, materials and all other items as required. In addition the proposals must cover all labor, equipment, materials, layout, disposal and all other incidental costs required to complete all work including but not limited to scope as defined in its entirety by the Contract Documents and bid forms including but not limited to the following: 1. Operational Upgrades Part B - WTP Chemical Upgrades Project: Replace and install chemical feed system upgrades for the Lime Feed System used for Hazleton City Authority's water treatment plant. The project will include removal of the existing system, complete lime room cleaning, and ultimately installation of the new system and modifications. The new infrastructure includes a Chlorine Dioxide System and Lime Chemical Feed System, both to be purchased and provided by HCA. Miscellaneous plant upgrades are also included in the project and consist of servicing a static mixer, filter console repairs and upgrades, installation and purchase of a Zeta Potential analyzer (online and lab), and additional pipe modifications. The project also includes the purchase and install of a complete catwalk system for the caustic talk. The project is located in Luzerne County, Pennsylvania and being completed for Hazleton City Authority (HCA) Water Department.
