Renovation of a water / sewer project in Hamlin, Texas. Completed plans call for the renovation of a water / sewer project.
The City of Hamlin will receive bids for in association with the American Rescue Plan Act -- Coronavirus Local Fiscal Recovery Fund (ARPA -- CLFRF) allocation. Bids are invited for several items and quantities of work as follows: 1. Recoat Interior and Exterior South Elevated Water Tower at Water Plan 2. Recoat Interior and Exterior Ground Storage Tank at Water Plant 3. Recoat Interior and Exterior North Elevated Water Tower 4. Recoat Interior and Exterior Skin Out Ground Storage Tank A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid for those contracts that exceed $100,000]. A certified check or bank draft payable to the City of Hamlin or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as associated with the ARPA-CLFRF and contained in the contract documents, must be paid on this project. All vendors, contractors, and/or subcontractors who are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. The successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. The City of Hamlin reserves the right to reject any or all bids or to waive any informalities in the bidding. In determining best value for the City, the City Council shall consider: (1) the price; (2) the reputation and experience of the contractor; (3) the quality of the contractor's services; (4) the impact on the ability of the City to comply with rules relating to historically underutilized businesses; (5) the contractor's safety record; (6) the contractor's proposed personnel (7) whether the contractor's financial capability is appropriate to the size and scope of the project; and (8) the contractor's past relationship with the City. Bids may be held by the City of Hamlin for a period not to exceed 30 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. Exterior Tank Power Wash, Hydroblast, Hand clean (as necessary) to remove all loose rust, paint, and scale. Full Prime with Sherwin Williams Primer (or Tenemec equivalent) Apply one finish coat of Sherwin Williams finish paint (or approved equivalent) Re-Letter Tanks (if applicable) Interior Tanks - Near White Sand blast all delaminated area Sand Blast Entire Tank Apply two (2) coats of Sherwin William Macropoxy 646PW (10-12 miles D.F.T) Warranty 2 years, 24 months, from final inspection/construction completion South Elevated Tank Location: 32.878017, -100.127380 Type of Tank - Welded Elevated Tank Height - 132' Volume - 125,000 Includes 36" Riser, 24" Hatch, 8" Overflow, 30" Roof Manway, 16" Vent Condition - Exterior in poor to fair condition with some rust on external components of the tank. Paint is thinning throughout with some chipping at the foundation and the roof. Interior in poor condition with rust on the ceiling and the shell. Interior ladder has blistering and separation of metals in the rails, rungs and brackets. Safety Device needs repairs. North Elevated Tank Location: 32.891164, -100.130727 Type of Tank - Welded Elevated Tank Height - 111' Volume: - 100,000 gallons Includes: 36" Riser, 24" hatch, 8" overflow, 16" Shell Manway, 30" Roof Manway, 24" Vent Condition - Exterior Tank in fair condition with some chipping paint and small amount of rust in some of the welds, legs and catwalk. The safety device is detached at the base of the ladder. Interior Tank has small amount of rust at welded seam and near the vent opening with mineral staining on the shell. Ground Storage Tank at Plant Location: 32.877826, -100.127253 Type of Tank - Welded Ground Storage Dimensions - Diameter - 55' Height - 32 Volume 500,000 Gallons Includes - 6" overflow, 2-30" Shell Manway, 30" Roof Manway, 12" vent Condition - exterior poor to fair condition. Paint thinning and chalking throughout with areas of discoloration and chipping paint. Substantial staining coming from rush under the vent with areas of chipping and cracking paint. Interior in poor condition with surface rust and blistering throughout with separation of metal in the rungs of the ladder and ends of the beams. Ground Storage tank at Skin out Location: 32.788127, -100.037758 Type of Tank - Welded Ground Storage Dimensions - Diameter - 28' Height - 24' Volume 75,000 Gallons Includes - 12" overflow, 30" Roof Manway, 20" vent Condition - Paint is thinning with some rust interior and exterior
