The Atchison Housing Authority will receive sealed bids until the date and time stated above for the Exterior Door Replacement Project referenced above. The work includes replacement of exterior doors, frames, hardware, trims, screen doors and other items as noted on the drawings and specifications. Bids are to include all necessary labor, materials and equipment. For all construction and equipment contracts over $25,000, the bidder shall be required to submit with the bid a negotiable bid guarantee not less than five percent (5%) of the amount of the bid. The bid guarantee shall be a certified check, bank draft, U.S. Government Bond at par value or a bid bond secured by a surety company. The surety company must be authorized to do business in the State where the project is located and must be acceptable to the Government. Satisfactory proof of authorization to sign on behalf of the company is required. Attention is called to the provisions of equal opportunity, and payment of not less than the minimum salaries and wages as set forth in the specifications. This contract is subject to the conditions of Executive Order 11246, which prohibits discrimination in employment because of race, color, religion, sex or national origin on federal or federally assisted construction contracts. This contract also is subject to the provisions of Title VI of the Civil Rights Act of 1964. No bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of bids without the consent of the Atchison Housing Authority. The competency and responsibility of bidders will be considered in awarding the contract, and the Owner reserves the right to reject any and all bids and waive irregularity in bidding. The contract will be awarded to the lowest responsive and responsible bid if reasonable, and if it is in the best interest of the Atchison and/or Holton Housing Authority to accept it.
