Thornton Wastewater Improvements Project The Housing Authority of the County of San Joaquin (Authority) is seeking bids for the Thornton Wastewater Improvements Project, located in Thornton, California. The Project consists of the Thornton Pump Station, Flow Control Facility, closure/demolition of the existing Thornton Wastewater Treatment Facilities and construction of approximately 11,000 feet of 8-inch sanitary sewer force main and 2,000 feet of 15-inch gravity sewer with manholes connecting the Thornton Pump Station to SASD Pump Station S0147. The Thornton Pump Station is a duplex submersible wastewater pump station and includes a valve vault, meter vault, and bypass vault, electrical and controls, an emergency generator, underground emergency storage tanks, and miscellaneous site improvements. The Flow Control Facility includes manholes, an underground storage tank, and miscellaneous site improvements. The existing Thornton Wastewater Treatment Facilities include a submersible pump station, Imhoff tank, and Evaporation/Percolation Ponds. The Project includes several work constraints including a requirement for a biological pre-construction survey for nesting Swainson s hawks, burrowing owls, and nesting birds; limitations on when construction work can occur within 200 feet of elderberry shrubs located along a portion of the west shoulder of Thornton Road, and tribal monitoring. Financing for this project is provided by the California Clean Water State Revolving Fund (CWSRF), administered through the State Water Resources Control Board (State Water Board). The CWSRF imposes contract requirements related to federal Davis Bacon wages and federal Disadvantaged Business Enterprise requirements, and American Iron and Steel (AIS) requirements that are identified in the Bid package and specifications. An amendment to the financing agreement with the State Water Board must be approved prior to construction of the project. HACSJ reserves the right to reject any or all bids or to waive any informality in the bidding. Bids may be held by the Authority for a period not to exceed one hundred eight (180) days from the date of the opening of bids for the purpose or reviewing the bids and investigating the qualifications of the bidders prior to awarding the Contract. No bid shall be withdrawn for a period of one hundred eighty (180) days subsequent to the opening of bids without the consent of the Authority. NOTICE OF HUD SECTION 3 ECONOMIC OPPORTUNITY: This is a Section 3 covered project and is subject to the requirements of Section 3 of the HUD Act of 1968. The Authority encourages participation by certified HUD Section 3 businesses, as well as, minority-owned and women-owned businesses, and disabled veteran business enterprises. CWSRF Required Disclosure: Funding for this project has been provided in full or in part through an agreement with the State Water Resources Control Board. California s Clean Water State Revolving Fund is capitalized through a variety of funding sources, including grants from the United States Environmental Protection Agency and state bond proceeds.
